The People's Committee of Ninh Binh province has just issued Official Dispatch No. 21/CD-UBND on focusing on implementing response to storm No. 11 (storm Matmo).
Accordingly, to ensure absolute safety of people and limit property damage, Chairman of Ninh Binh Provincial People's Committee Pham Quang Ngoc requested the People's Committees of communes and wards to monitor and update regularly and continuously to proactively and promptly direct the implementation of measures to respond to storm No. 11, in the most drastic spirit, proactively respond at the highest level, not to be passive or surprised in any situation.
Review and proactively evacuate people from dangerous areas, especially river mouths, coastal areas, mountainous areas at risk of landslides, weak areas, and old apartment buildings in urban areas before the storm makes landfall, ensuring absolute safety for life and limiting property damage.
Coastal communes coordinate with the Border Guard and Fisheries Control to ban the sea from 6:00 a.m. on October 5. At the same time, continue to notify owners of ships and boats operating at sea and along the coast to find anchorage and safe shelter.
Evacuate people in cages and aquaculture hutes along the coast and at sea and organize the arrangement of boats at anchorages to ensure safety before 5:00 p.m. on October 5. Notice of temporary suspension of ferry operations in the area from 5:00 p.m. on October 5 until the storm subsides.
The Department of Agriculture and Environment coordinates with the provincial Hydrometeorological Station to update forecasts, provide complete and accurate information on the developments and impacts of storms, floods, and timely warnings so that competent authorities and people know and proactively deploy appropriate and effective response work.
Closely monitor the situation, regularly update and notify dangerous areas at sea; direct units to coordinate with functional forces and coastal communes in ensuring safety for ships and boats at anchorages.
The Provincial Military Command and the Provincial Police direct the implementation of safety assurance for forces, vehicles, and equipment of the army and police. Proactively review plans, arrange forces and means, be ready to support evacuation, relocation of residents, respond to storms, rescue and relief according to local requests.
Departments, branches and sectors, according to their functions, tasks and authority, proactively direct and urge the implementation of effective measures to respond to storms to protect forces, vehicles, equipment and facilities under their management.
