On September 18, Deputy Director of the Department of Transport of Long An province, Tran Thien Truc, sent a document to the Vietnam Road Administration requesting that this unit provide guidance and introduce agencies and units to support the borrowing of accessories for printing driver's licenses.
From the beginning of 2024, the provincial Department of Transport will execute a contract with the Vietnam Road Administration to provide driver's license blanks and protective film. The printing accessories including: Ribbon, intermediate film, printer cleaning card will be publicly bid online.
Due to the lengthy bidding process for printing accessories, on July 4, 2024, the Long An Department of Transport signed a contract with a winning company located in Tien Giang province, with a total contract implementation period of 230 days. According to the contract implementation progress, the contractor will supply goods in batches (maximum 6 times) to ensure the volume of goods supplied is completed in 2024. This contract is currently in effect.
During the bidding, the estimated number of driver's license printing accessories from the Department of Transport was also used up. At the same time, the Long An Department of Transport also contacted and borrowed driver's license printing accessories from a number of provincial departments of transport, but due to high demand, they were all used up. Therefore, from May 2024 to now, many people who have completed the driving test have not been granted a driver's license. Meanwhile, according to regulations on training, testing, and granting of road motor vehicle driving licenses, the time to issue a driver's license is no later than 10 working days from the date of completion of the test; within 5 working days from the date of receiving a complete application in accordance with regulations, the Department of Transport will carry out the driver's license exchange.
“Due to the lack of driving license printing accessories, from the beginning of May 2024 until now, the Long An Department of Transport owes more than 10,000 driving licenses to people,” said Mr. Dang Hoang Tuan.
According to Mr. Tuan, the lack of printing accessories has been happening for a while, while driving tests are still being organized and taking place normally. Therefore, if the lack of printing accessories for driving licenses continues, the debt of issuing driving licenses to those who have completed the test and issued and renewed licenses will continue to increase significantly.
To resolve this situation, the Department of Transport requests the Vietnam Road Administration to guide, coordinate, and introduce agencies and units that can support the Department of Transport of Long An province to borrow printing accessories with the number of printing accessories including 20 rolls of ribbon and 30 rolls of intermediate film to solve urgent needs. The Department of Transport ensures to return the full number of printing accessories as soon as possible.
Previously, in addition to reporting the lack of driver's license printing accessories as recently, the Department of Transport of Long An province also proposed solutions to avoid a shortage of driver's license printing accessories in 2025, especially at the beginning of the year. Accordingly, the Department proposed the Provincial People's Committee to allow the Department to carry out the bidding procedures for purchasing driver's license printing accessories in 2025 (including ribbon, intermediate film, printer cleaning card) in the fourth quarter of 2024. Specifically, the Department of Transport will sign a contract with the winning bidder after January 1, 2025 to ensure the procedures are in accordance with regulations. The funding source is from the state budget estimate for 2025.
