Ca Mau - In the 2024 drought and salinity, Tran Van Thoi district is the most severely affected area in the West. As soon as the rainy season ends, this locality has a response plan for 2025.

To ensure sufficient irrigation water for people's production in the 2024-2025 dry season, Chairman of the People's Committee of Tran Van Thoi District Nguyen The Chau noted that relevant sectors should operate the irrigation system reasonably and effectively to protect production; strengthen inspection, review, investment, maintenance and repair of works, ensure prevention and control of drought and salinity, high tides, combined with measures to reserve fresh water for production, forest fire prevention and fighting. Continue to guide people to comply with the crop calendar, direct production organization in accordance with the actual situation; prevent and control diseases in crops, livestock and aquatic products.

The People's Committees of communes and towns shall preside over and coordinate with relevant agencies to strengthen recommendations for people to organize production according to the crop calendar, propagate and mobilize people not to sow the third rice crop, to avoid water shortages in rivers and canals, causing subsidence and landslides like in 2023-2024.

Regularly inspect and monitor the area, guide organizations and households to proactively implement solutions to prevent and combat damage caused by water shortages and saltwater intrusion in the dry season. Propagate to people to store and use water economically, absolutely do not let people lack water for daily use; regularly monitor water levels, strictly manage the exploitation of soil under rivers and canals and the improper use of fresh water, causing the risk of water shortage for production.

Mr. Nguyen Canh Hanh - Chairman of Khanh Binh Tay Commune People's Committee - said: The locality was most severely affected by drought in 2024, so people already knew the damage. Therefore, in early December 2024, the commune promoted the use of water by cadres and Party members to the people, helping everyone raise awareness of saving water, reinforcing the embankment system to store fresh water for production. It is recommended that people study and implement water-saving production models to adapt to climate change.

The commune also proactively surveys locations and road sections at risk of landslides to prevent and combat them when the water level in the canals drops. In addition, it regularly monitors and promptly prevents cases of unauthorized land taking from riverbeds and canals leading to landslides and subsidence.

Learning from the experience of the 2023-2024 dry season, due to prolonged drought, the amount of water in canals, ditches, and ponds has dried up, not enough for irrigation, so from the beginning of the dry season, people have prepared this water-saving irrigation system to serve the garden, using ponds to store fresh water in case of drought and salinity.

In the dry season of 2024, the whole province of Ca Mau had 730 subsidence locations with a total length of more than 19 km, 83 riverside landslide locations with a length of nearly 2.2 km, mainly occurring in Tran Van Thoi and Dam Doi districts.

The cause of landslides and subsidence is not only due to the loss of water counter-pressure on the riverbank but also due to weak geological characteristics, some infrastructure works located near the riverbank, large loads, and deep riverbed.
