Hai Phong - On the morning of October 10, the city's Hydrometeorological Station issued a flood warning on the Thai Binh River, Kinh Thay River and Kinh Mon River.

Accordingly, the water level of the Thai Binh and Kinh Thay rivers is currently changing slowly. Kinh Mon River and rivers in the downstream area of the river mouth are rising and fluctuating according to the influence of the tide. The water level at 7:00 a.m. on October 10 on the Thai Binh River at Pha Lai was 4.39 m, 0.39 m above alert level 1 and at Cat Khe 3.84 m, 0.34 m above alert level 1. On the Kinh Thay River at Ben Binh, the water level was 3.33 m, 0.17 m below alert level 2. Kinh Mon River in An Phu is 2.56m below alert level 2, which is 0.04m.

In the next 24 hours, floods on the Thai Binh and Kinh Thay rivers will continue to change slowly and will be at alert level 1 to above alert level 1, on the Kinh Mon river the water level will rise to above alert level 2.

Floods on rivers remain high, which can cause flooding in low-lying areas, floating areas between rivers and rivers, especially Chi Linh ward, Le Dai Hanh ward, Chu Van An ward, Hop Tien commune, Tran Phu commune, Nam Sach commune, Hai Duong ward, Thanh Dong ward, Tran Lieu ward, Nguyen Dai Nang ward with a flooding depth of 0.1 - 0.4 m, some places are flooded deeper, the flooding time can last 1-2 days; beware of the risk of landslides and erosion of riverbank land.

The risk of natural disasters due to floods on the Thai Binh River at Pha Lai is level 2; on the Thai Binh River at Cat Khe, Kinh Thay River at Ben Binh, Kinh Mon River at An Phu is level 1. Floods combined with high tides can cause flooding in low-lying areas along rivers, affecting people's lives, transportation activities, aquaculture works on rivers and agricultural production along rivers.

Recently, the Chairman of the City People's Committee has directed the proactive implementation of measures to respond to floods and landslides caused by storm No. 11.

Accordingly, the city's Departments, branches, and People's Committees of communes, wards, and special zones focus on closely monitoring and continuously updating flood developments, proactively implementing response plans according to functions, tasks, and authority; promptly reporting and proposing to the City People's Committee to direct the handling of issues beyond their authority.

People's Committees of communes, wards and special zones mobilize maximum on-site forces, carefully review residential areas and high-risk areas to proactively relocate people from dangerous areas; increase information, propaganda, and instruct people to limit travel during floods, control vehicles through sections of roads, culverts, and deeply flooded areas to ensure safety. At the same time, localities proactively monitor the operation and regulation of dams, ensure the safety of dykes and irrigation works, promptly mobilize forces and means to overcome incidents when they occur; prepare adequate means, supplies, food, necessities in key and vulnerable areas at risk of cutting off to be ready for rescue, relief, and support people to overcome the consequences of natural disasters according to the "four on-site" motto.

The Department of Education and Training closely monitors developments and forecasts of rain, floods, and landslides in localities to direct educational institutions to have appropriate teaching plans, ensuring the safety of students is paramount...
