As reported by Lao Dong Newspaper, due to the impact of storm No. 11, the water of Cau River through Trung Gia Commune (Hanoi City) overflowed the dike, causing deep flooding in residential areas and cutting off National Highway 3.
Floodwaters have isolated many areas in Trung Gia commune such as village 8, Da Hoi village, Binh An village, village 5, An Lac village and Hoa Binh village. Mr. Nguyen Hong Cau - Director of Da Phuc Company - said that the flood water rose very quickly. In just over an hour, his entire factory was submerged in water, unable to move machinery and equipment.

According to the reporter of Lao Dong Newspaper, many water points were flooded nearly 2m deep, causing great damage to people's property.
The peak time was around 4:00 p.m. on October 9, 2025, due to high and fast-flowing floodwaters, the railway foundation was eroded, sweeping away the ballast at Km16+800 - Km17+500 in the Da Phuc - Trung Gia section, paralyzing the Hanoi - Thai Nguyen railway line.
Speaking to Lao Dong Newspaper reporter, Mr. Nguyen Duc Tuan - representative of Ha Thai Railway Joint Stock Company (the unit managing the route) - said that when the flood water was detected to be high, the company immediately called the Trung Gia station staff to request the blockage of the Da Phuc - Trung Gia section at 2:45 p.m. the same day.
According to Mr. Tuan, due to the influence of the circulation of storm Matmo, from the night of October 6 to the morning of October 8, 2025, this area will have prolonged heavy rain. Under the management of Ha Thai Railway Joint Stock Company, some locations were affected in ensuring train safety on the Dong Anh - Quan Trieu route, forcing the ban on trains to repair and overcome the section from Km16+800 - Km17+500 in the Da Phuc - Trung Gia section.
"Currently, the water in the above area is still rising and flowing rapidly. The company continues to inspect other locations and promptly report according to regulations, said Mr. Tuan.
