On October 29, the Ministry of Public Security announced that the Ministry is presiding over and coordinating with the Ministry of Labor, War invalids and Social Affairs, relevant ministries and agencies to develop the National Target Program on Drug Prevention and Control until 2030 with the goal of preventing and combating drugs to comprehensively solve issues related to reducing supply, reducing demand and reducing the harmful effects of drugs.
The program sets out general goals and three specific groups of goals on supply reduction, demand reduction and harm reduction. At the same time, it proposes three groups of targets to strive for by 2030.
Regarding specific targets, the Ministry of Public Security said that every year, the number of drug crimes detected and arrested in border areas, sea routes, air routes, and express delivery increased by over 3%; the number of transnational organized drug crimes detected and arrested increased by over 3%; the number of crimes taking advantage of cyberspace detected and destroyed increased by over 5%; contributing to an increase of over 3% in the number of drug crimes detected and arrested nationwide each year.
Control the growth rate of drug addicts to less than 1%/year and the growth rate of illegal drug users to less than 1%/year.
At least 80% of drug addicts receive drug addiction counseling; 90% of post-drug addiction patients receive support to prevent drug relapse and reintegrate into the community.
Over 90% of drug addicts, post-drug addicts and families of drug addicts are provided with and have access to policies, laws, information, and service systems on drug addiction treatment, management, and social support.
Over 90% of drug addicts, illegal drug users, drug addicts, people participating in drug addiction treatment, and post-drug addicts receive medical and psychological support and intervention.
The rate of drug-free communes, wards and towns nationwide is over 20%.
Beneficiaries of the Program include: Drug addicts, illegal drug users, drug addicts, people participating in drug addiction treatment, people after drug addiction treatment and drug-related law violators eligible for legal aid.
Relevant organizations and individuals belonging to agencies: Specialized in preventing and combating drug-related crimes; drug addiction rehabilitation; drug addiction treatment and advice, state management on drug prevention and combat.
Vietnamese community, relevant agencies, units, businesses, organizations and individuals.
Implementation period from 2025 to the end of 2030, including:
2025: Carry out activities to develop policy mechanisms, a system of documents and guidance documents for implementing the Program's tasks, a system to monitor and evaluate the implementation of the Program; train and improve the capacity of Program management staff.
Phase 2026-2030: Synchronously and comprehensively deploy the goals and tasks set by 2030.
