Deputy Minister of Home Affairs Truong Hai Long and Standing Vice Chairman of Quang Ninh Provincial People's Committee Vu Van Dien chaired the conference.
According to the Quang Ninh Provincial People's Committee, following the procedures and processes for building the Project, on June 22, 2026, the Quang Ninh Provincial Party Committee issued Official Dispatch No. 34-TTr/TU to the Central Executive Committee, Politburo, and the Government Party Committee on the establishment of Quang Ninh city.
Currently, Quang Ninh province is urgently coordinating with the Ministry of Home Affairs to absorb the opinions of members of the Party Central Committee to complete the dossier of the Government Party Committee to submit to the 3rd Central Conference.

Immediately after today's appraisal conference, Quang Ninh province will fully absorb the comments of the appraisal council members, especially the conclusions of the Minister of Home Affairs, the Chairman of the Appraisal Council to complete the dossier of the Project, report to the Government and the Ministry of Home Affairs for consideration and submission to the August 2026 National Assembly session.
Quang Ninh province currently has 6,231.27 km2 of natural area; population size 1,523,400 people; has 54 commune-level administrative units, including: 30 wards, 22 communes and 2 special zones.
Plan to establish Quang Ninh city based on the original state of the entire administrative boundaries of Quang Ninh province.
Administrative boundaries of Quang Ninh city: East borders the East Sea; West borders Bac Ninh province and Lang Son province; South borders Hai Phong city; North borders China.
According to Quang Ninh Provincial People's Committee, to date, Quang Ninh province has ensured 5/5 conditions for establishing a city according to the provisions of Clause 2, Article 8 of the Law on Organization of Local Government and achieved 7/7 criteria for establishing a city according to the provisions of Article 4 of Resolution No. 112/2025/UBTVQH15 of the National Assembly Standing Committee.
