On October 24, the An Giang Provincial People's Council held the 4th session (special session) to approve important draft resolutions. In particular, the draft resolution "On the investment policy for the Urban Power Line 1 Project under the public-private partnership (PPP) method" was voted in favor.
This is a group A project, implemented in Phu Quoc special zone, An Giang province. The total preliminary investment of the project is about nearly VND9,000 billion (excluding interest expenses). The investment scale of the route length is about 17.7 km; On the route, there are 5 - 7 stations; The route has 1 depot (vehicle maintenance center). Exploitation means: trains with 3 - 5 compartments (modules); Design speed 70 - 100 km/h.
The project investment progress is expected to be from the fourth quarter of 2025 to the second quarter of 2027. The project contract term is a maximum of 40 years from the date of handover and putting into use. The expected land use demand is about 34 hectares (including the land of Phu Quoc International Airport, the route connecting DT 9.73 - DT.975, DT.975, APEC Avenue, APEC Conference Organizing Center). Expected types of PPP project contracts, Construction - Business - Transfer (BOT) contracts.
According to the Provincial People's Committee, the Urban Railway Line 1 Project is a component of the Phu Quoc Urban Railway Line. When the project is formed, it will provide a type of high-quality public transport with large transport capacity, stability, reliability, safety, and environmental friendliness, meeting the travel needs of people to areas along the route and within the project's affected area.
The project's goal is specifically the task of preparing conditions and implementing a number of measures to quickly deploy projects to serve the 2027 APEC Conference in Phu Quoc City, Kien Giang Province (now Phu Quoc Special Zone, An Giang Province). At the same time, it creates conditions for traffic connectivity, serving the needs of public transportation for people and tourists, reducing traffic accidents and emissions, contributing to the development of green urban areas in Phu Quoc special zone by 2030.
According to the Provincial People's Committee, after being formed, the project will help increase connectivity - modern infrastructure, serve the public transport needs of people and tourists, attract investment, contribute to the development of the service - trade - tourism sector, increase state budget revenue. The project creates many jobs for people; helps move safely, reduces traffic accidents; reduces emissions, protects the environment; sustainable development and gradually concretizes the orientation of green urban areas for Phu Quoc special zone.
