Transfer money to personal account
Recently, Lao Dong Newspaper reporters received feedback from people in Quang Son commune (Ba Don town, Quang Binh province) about Mr. Doan Minh Trinh - Deputy Director of the Management Board of the Investment, Construction and Land Fund Development Project (BQL) of Ba Don town People's Committee - holding money to make land use right certificates for people but prolonging the refund time.
Typically, in early 2024, Ms. T (in Quang Son commune) was compensated for land under the North - South Expressway Project in the East for the period 2021-2025. Ms. T's family's compensated land is 351m2 and nearly 2.5 billion VND.
In March 2024, Mr. Trinh asked her family to sign an authorization letter to pay money to the state budget to be allocated resettlement land. After that, Ms. T transferred 900 million VND to Mr. Trinh's personal account. The remaining amount was paid off by Mrs. T's family for long-term loans. After that, Ms. T's family borrowed new money to build a house on the compensated land.
But nearly a year has passed, and her family and many other households have not yet received red books, while the above amount has not been refunded.
Return the money immediately after receiving the feedback
After Lao Dong Newspaper took action, the People's Committee of Ba Don town issued a document requesting Mr. Doan Minh Trinh to urgently return the money to the people.
The reason this agency asked Mr. Trinh to pay the above amount is because according to Conclusion No. 127 dated February 28, 2025 of the Central Executive Committee on the conclusion of the Politburo and the Secretariat on implementing research and proposing to continue to reorganize the apparatus of the political system to develop a project to merge a number of provincial-level administrative units, not district-level organizations.
Therefore, to be proactive in managing money and paying money to the state budget when there is a tax notice for households, the People's Committee of the town requires Mr. Doan Minh Trinh to return land use fees that households have authorized him to pay on behalf of (not withdraw and pay in cash). If interest rates arise, Mr. Trinh must fully refund both principal and interest.
After that, Mr. Doan Minh Trinh brought the money to pay the people.
Ms. T said that the authorities had organized a meeting with the participation of Mr. Doan Minh Trinh and returned 900 million VND to her. However, people hope to not only receive the principal but also receive the interest during the time Mr. Trinh has kept the money.
According to the investigation of Lao Dong Newspaper, dozens of people in Ba Don town transferred money to Mr. Trinh's personal account in the name of Deputy Director of the Management Board of the Construction Investment Project and Land Fund Development of Ba Don Town People's Committee.
On March 18, the leader of the People's Committee of Ba Don town informed that the matter would be verified for handling according to regulations.
