According to the draft, professional preferential allowances apply to civil servants and contract workers working in public non-business units in the fields of preventive medicine; medical examination and treatment; rehabilitation; traditional medicine; pharmaceuticals, cosmetics; food safety; medical equipment; medical examination, forensic, forensic psychiatry; population; prevention and control of social evils; social protection.
Expected 6 allowance levels for medical staff
100% allowance level:
- Officials who are assigned to regularly and directly perform medical expertise in the fields of psychiatry, forensic medicine, forensic psychiatry, emergency resuscitation (including emergency, intensive care, anti-poison), and pathology;
- Public employees working in medical expertise at commune-level health stations, preventive health facilities in ethnic minority and mountainous areas, areas with difficult socio-economic conditions, areas with particularly difficult socio-economic conditions, borders, sea and islands (according to regulations on criteria for regional demarcation of the Prime Minister).
70% allowance level:
- Applicable to officials directly examining, treating, and caring for people with leprosy, tuberculosis, HIV/AIDS, group A infectious diseases, newborns; preserving and looking after bodies; working in laboratories requiring biosafety level III, level IV; examining and treating opioid addiction.
- This level is also applied to medical professionals at commune-level health stations in the remaining areas, provincial-level disease control centers, preventive medicine institutes and substance addiction treatment facilities.
60% allowance level:
Applicable to public employees assigned to examine, treat, care for, and serve people with infectious diseases (except for group A infectious diseases); people with severe, especially severe disabilities; wounded soldiers, sick soldiers; testing to identify infectious agents, toxins; testing for rabies serum, tetanus and snake venom;
This level is also applied to officials specializing in radiation therapy; chemotherapy; molecular biology; nuclear medicine; preparation and dosage distribution of radioactive substances, cancer treatment drugs; border medical quarantine; supervision and prevention of infectious diseases: monitoring cases, taking specimens in the community.
50% allowance level:
Applicable to officials who are assigned regularly and directly to perform the following tasks: Examination, treatment, care, service for burn patients, dermatologists, pediatricians; Imaging diagnosis; infection control; clinical pharmacy.
40% allowance level:
- Applicable to officials directly performing normal testing, medical examination and treatment, rehabilitation, traditional medicine; production, preparation, storage, dispensing of drugs; operation, inspection, maintenance of medical equipment; food safety, nutrition, reproductive health care, social work.
- This level also applies to officials who do not directly perform medical expertise at specialized facilities on infectious diseases, HIV/AIDS, leprosy, tuberculosis, mental illness, pathology, forensic medicine, forensic psychiatry, and extrahospital emergency care.
30% allowance level:
- Public employees working in health education communication; population (except for cases under higher allowances specified in clauses 1, 2, 3, 4 and 5 of Article 4 of the draft Decree);
- Public employees working in medical expertise at agencies, units, and schools;
- Civil servants who do not directly work in medical expertise at medical career units in general.
How to calculate professional preferential allowances
Professional preferential allowances are calculated at a percentage of the salary level according to the professional title, current grade plus leadership position allowance, preservation allowance (if any), seniority allowance beyond the frame (if any) of the beneficiaries.
Cases assigned work by competent authorities in accordance with the Job Position Project approved by competent authorities according to regulations are entitled to the corresponding preferential allowance for the profession.
The level of regularity in performing professional tasks is determined to be at least 50% of normal working hours per month as prescribed in the 2019 Labor Code.
In addition, allowances are not included during long-term study and work but without specialized work; unpaid leave for one month or more; social insurance leave; temporary suspension of work or assignment for one month or more, except for cases of being transferred to work at the commune level.
