According to statistics from Phu Tho Provincial Social Insurance, in the 2025-2026 school year, the whole province has 825,647/829,810 students at 1,520 educational and vocational training institutions participating in health insurance. The coverage rate reached 99.5%.
Among these, 360,930 students are paid or supported by the State for health insurance contributions, accounting for 43.49% of the total number of students in the area.
There are still 4,163 students who have not participated in health insurance, equivalent to 0.5%. Among them, there are 127 students at 6 Vocational Education - Continuing Education Centers; 1,267 students at 8 colleges and vocational schools and 361 students at 3 universities. The rest are scattered in primary, secondary and high schools.
Notably, 5 grassroots social insurance agencies including Cao Phong, Tan Lac, Tan Son, Thanh Thuy and Vinh Tuong have reached 100% of students participating in health insurance.
According to Phu Tho Provincial Social Insurance, one of the reasons why the coverage rate has not reached 100% is that the implementation of student health insurance policies still has some problems. Student health insurance is a mandatory form but there are no specific sanctions for cases of non- participation.
In addition, a part of students are still subjective, thinking that they are at a healthy age, so they have little need to use health insurance. Some parents also confuse student health insurance and personal insurance because schools implement both types.
To achieve the goal of 100% of students participating in health insurance in the 2026-2027 school year, Phu Tho Provincial Social Insurance will coordinate with the education sector and training institutions to strengthen propaganda and mobilization.
Schools are assigned targets to participate in health insurance and promote review and mobilize students who have not participated.
Social insurance at all levels also coordinates with the health sector to improve the quality of medical examination and treatment, ensuring the rights of students. Propaganda work will be carried out in many forms. In which, attention is paid to cases where students are paid large medical examination and treatment costs by health insurance.
At Thanh Thuy grassroots social insurance, in the 2025-2026 school year, all 23,477 remaining students after review participated in health insurance, bringing the coverage rate in the area to 100%.
Mr. Le Ngoc Chien, Director of Thanh Thuy Grassroots Social Insurance, said that this result is a prerequisite for the unit to continue to maintain a 100% rate in the 2026-2027 school year. The coordination between the Social Insurance agency, local authorities and schools has become regular.
Phu Tho expects that with synchronous and drastic solutions, the goal of health insurance accompanying 100% of students in the area in the 2026-2027 school year will be completed.
