On June 14, Phu Yen Provincial Party Committee issued a plan to organize the trial operation of the organization model for Party agencies, authorities, the Fatherland Front and socio-political organizations at the new commune level.
The testing will take place from June 16 to 20 in Binh Kien ward and Phu Hoa 1 commune, Tuy Hoa city. In which, a trial operation is conducted with 4 positions including: Party Committee Secretary, Chairman of the People's Council, Chairman of the People's Committee and Chairman of the Vietnam Fatherland Front Committee at the commune level.
According to the plan, the trial operation aims to ensure the unified direction of the Politburo, the Secretariat, and the Government on the principles of decentralization and delegation of authority in organizing the new commune-level administrative apparatus. This is an important preparation step to evaluate, learn from experience and promptly adjust before officially putting the model into wide operation.
The results of the trial operation will be the basis for assessing the effectiveness, detecting problems and proposing appropriate adjustments to ensure that new commune-level agencies operate smoothly, efficiently and effectively in the spirit of the Central Government's direction.
At the same time, the trial operation is also associated with the implementation of Party documents and legal regulations related to the organization of local government at both levels; organizing training, equipping knowledge and expertise for commune-level cadres and civil servants.
Phu Yen Provincial Party Committee encourages districts, towns and cities in the province to select new communes and wards that are qualified to organize similar trial operations, creating a premise for replicating the model.
The provincial departments, branches and sectors, based on their assigned functions and tasks, proactively provide professional and technical guidance to commune-level agencies; at the same time, coordinate to promptly remove difficulties and problems arising during the trial operation.
The trial operation does not affect the operation and handling of work at the current district and commune levels.
