After the merger, it is expected that about 1,500 cadres from Bac Kan will return to Thai Nguyen to work. At the same time, about 500 people will travel daily between Bac Kan and Thai Nguyen and 1,058 people will need to travel periodically at the beginning of the week and on weekends.
To meet the travel needs of officials after the merger, Thai Nguyen province has developed a transportation plan under the form of a fixed contract with enterprises. Of which, about 20 vehicles with 9 to 45 seats are arranged to serve daily travel needs, 50 to 55 vehicles serve weekly travel needs. The expected monthly ticket price is 2.5 million VND/person; the single ticket price is about 120,000 VND/trip.

Regarding the workplace, the Department of Construction of Thai Nguyen province is reviewing all offices and service establishments that can convert their functions into public housing.
Accordingly, the provincial agency block and affiliated units after the merger will use about 46.3 hectares of land and 290,000m2 of headquarters construction floor.
There are currently 18 redundant provincial headquarters. At the district level, there are 116 headquarters, but 73 headquarters will continue to be used, 35 headquarters are identified as surplus and 8 headquarters are considering other options. At the commune level, out of a total of 192 existing headquarters, 126 will continue to be used, the remaining 40 surplus headquarters and 26 headquarters are being recalculated for functions.
Headquarters that do not continue to be used will be liquidated or converted according to the provisions of the law on public asset management.
The issue of public housing for Bac Kan cadres when transferring to Thai Nguyen is also considered an urgent requirement. After reviewing, there are currently about 190 dormitories at universities and colleges in the province that can be renovated for use.

In addition, the headquarters of the Provincial Farmers' Association currently has 28 newly built rooms (2 people/room), with sufficient amenities, ready to be handed over as temporary accommodation for officials. Some commercial housing and social housing projects are also included in the list of housing needs for officials.
At the Tecco project in Thinh Dan ward, there are currently about 700 apartments, with selling prices ranging from 1.3 billion to 1.5 billion VND/apartment. The mixed-use building under construction in Hoang Van Thu ward has a scale of 608 apartments. Two social housing projects in Tich Luong ward are being implemented with a total of nearly 1,200 apartments, expected to be completed in 2026.
According to Mr. Pham Quang Anh - Director of Thai Nguyen Department of Construction, the Provincial People's Committee has assigned relevant departments, branches and sectors to review, make a list and agree on a plan to handle the headquarters. If qualified, the headquarters can be converted into public housing to meet the housing needs of officials.
At the same time, it is proposed to consider a plan to support house rental for cadres, civil servants and public employees of Bac Kan province to work in Thai Nguyen. Ensure stable and long-term accommodation for staff to work with peace of mind after the merger.
