On December 5, the People's Council of Can Tho City announced that according to the plan, the 18th session (regular session at the end of 2024) of the 10th City People's Council, term 2021 - 2026, will be held from December 9 - 12 at the Can Tho City Party Committee Hall.
At this session, the City People's Council will review 43 reports in various fields, 1 announcement and vote to approve 35 resolutions, including the Resolution on promulgating support policies for redundant cadres, civil servants, public employees (CBCCVC), and employees (NLD) of agencies and organizations due to the rearrangement of commune-level administrative units in the period 2023 - 2025.
In the period of 2023 - 2025, the city will arrange and merge 4 wards of Ninh Kieu district to establish Thoi Binh ward according to Resolution No. 1192/NQ-UBTVQH15 dated September 28, 2024 of the National Assembly Standing Committee (NASC) from November 1, 2024.
After the merger, the city reduced 3 commune-level administrative units, Ninh Kieu district improved the organizational structure and arranged the staff of civil servants and employees of Thoi Binh ward, with about 114 people redundant after the arrangement (not including the ward police force).
Based on the project and plan for implementing the city's administrative unit arrangement, Ninh Kieu district has developed a plan to arrange and transfer work to other agencies, units and localities and consider transferring from ward officials and civil servants to district-level civil servants or higher for 78 cases; expected to resolve the regime of downsizing and job termination according to regulations for 36 cases.
On that basis, Can Tho City built the above Resolution. The subjects to be applied are commune-level civil servants; officials at commune-level health stations; non-professional workers at commune level...
Regarding the support policy for redundant subjects in the Resolution, it is built on 2 support levels.
For civil servants, public employees and non-professional workers at the commune level, if they voluntarily retire from the effective date of the Resolution on arrangement of the Standing Committee of the National Assembly until before the end of their term or the end of the arrangement roadmap, in addition to enjoying one of the policies on retirement, early retirement, streamlining of staff, severance, and allowances according to Government regulations, they will also enjoy the city's support policy with a maximum support level equal to 1/2 month of current salary and allowances and a minimum support level equal to 1/4 month of current salary and allowances.
For the remaining surplus subjects, because they are not eligible for the regimes and policies on retirement, early retirement, staff streamlining, severance, and allowances according to the Government's regulations, if they retire from work during the period from the effective date of the Resolution on arrangement of the Standing Committee of the National Assembly until before the end of the arrangement roadmap according to regulations, they will be supported with 1 month of current salary and allowances for each year of work.
