In the health sector, Ha Tinh has developed a plan to keep 5 provincial-level general hospitals, including: Traditional Medicine Hospital; Rehabilitation Hospital; Lung Hospital; Mental Hospital; Eye Hospital. Maintain 3 Centers including: Provincial Center for Disease Control; Center for Testing Drugs, Cosmetics, Food; Center for Forensic Medicine and Medical Assessment.
Maintain the two district-level general hospitals (old) such as Ky Anh General Hospital; Loc Ha General Hospital. Change the name of Ky Anh Town General Hospital to Nam Ha Tinh Regional General Hospital.
Merge the Provincial Center for Health Care and Protection of Cadres into the Provincial General Hospital to become a unit under the Provincial General Hospital; orientation to build the Provincial General Hospital into a hospital to achieve specialized level.
Establish 69 Health Stations, which are public service units under the People's Committees at the commune level on the basis of the current 209 Health Stations and organize stations to ensure suitability, meeting the initial medical examination and treatment requirements for people.
Reorganize 12 medical centers under the current Department of Health in the direction of: transfer functions, tasks and personnel in the field of preventive medicine and population to commune-level health stations after establishment to ensure timeliness, proactive monitoring, early warning, timely control of epidemics and proactively organize and deploy disease prevention activities in the locality.
On the other hand, the provincial-level preventive health sector has the Provincial Center for Disease Control, if the Medical Centers continue to perform this task, the functions and tasks will overlap.
End the operation of Hoanh Son Medical Center; reorganize the remaining 11 Medical Centers into General Hospitals operating in inter-ward and commune areas. The separation of tasks guaranteed by the state budget (preventive medicine, population) and tasks guaranteed by the unit itself (examination and treatment) will contribute to the financial transparency of the units, facilitate accounting, create conditions to improve the quality and efficiency of the fields.
In the field of education, Ha Tinh province proposed to implement the process of merging Ha Tinh University into a member university of Hanoi National University or to carry out the merger under the new direction of the Ministry of Education and Training.

For high schools: Research on schools that do not comply with regulations on the number of classes and students according to current regulations to reorganize with secondary schools in the area.
This is to facilitate the travel of people and students, because the merger of high schools together creates a long distance, making it difficult to travel; at the same time, these two levels have similar study/teaching time.
For kindergartens, primary schools, and secondary schools: In the immediate future, basically keep it the same as it is now to ensure it serves the needs of the people.
For localities with favorable economic and transportation conditions or for schools that do not ensure the scale of classes and students according to current regulations, study the arrangement of schools in the same area (same level or inter-level) to ensure suitability, streamlining but still ensuring to meet the needs of the people.
