Evaluate and use democratic, objective cadres, "in, out", "up, down"
On October 5, according to the Electronic Information Portal of the Communist Party of Vietnam, on behalf of the Politburo, Politburo member and Standing member of the Secretariat Tran Cam Tu signed Conclusion No. 197-KL/TW dated October 3, 2025 of the Politburo and the Secretariat on implementing a number of key contents and tasks in the activities of grassroots party organizations in the coming time.
Accordingly, the Politburo and the Secretariat basically agreed with the report and recommendations and proposals of the Central Organizing Committee on the operation of grassroots party organizations in the third quarter of 2025. Requesting Party committees and organizations from the central to local levels to continue to lead and direct synchronously solutions to improve the quality and efficiency of the activities of grassroots Party organizations in the fourth quarter of 2025, focusing on the following key contents:
Urgently organize the dissemination and implementation of the Resolution and Action Program of Party congresses at all levels for the 2025 - 2030 term.
Organize research, disseminate and strictly and synchronously implement the new regulations of the Politburo on personnel work, especially in the assessment and use of cadres, ensuring democracy, fairness, objectivity, transparency, consistency, continuity, associated with specific criteria and products in accordance with the policy of "in, out, up, down".
Implement well the contents according to the functions, tasks, working relationships of grassroots party organizations and working regulations of grassroots Party committees; focus on organizing the review, evaluation, and classification of collectives and individuals in the political system in 2025.
Assign the Government Party Committee: Timely perfect grassroots party organizations in sync with the organizational arrangement for some agencies. Urgently complete the transfer of state-owned enterprise party organizations (economic groups, general companies, state-owned commercial banks, etc.) to the local Party Committee where the headquarters are located (to be completed in October 2025).
Direct the development of coordination mechanisms and regulations between Party committees of relevant ministries and branches, Party committees of economic groups, general companies, state-owned commercial banks and local Party committees, ensuring good management of Party members at the grassroots level, without affecting the production and business activities of enterprises.
Direct specific guidance on strengthening the comprehensive and direct leadership role of the Party organization, especially the role of the head of the committee in educational institutions; not organizing school councils in public educational institutions (except for public schools with international agreements) and implementing the policy of the Party Committee Secretary and head of the educational institution in accordance with regulations.
Deploying the Electronic Party Member Handbook
In this Conclusion, the Politburo and the Secretariat assigned the Central Party Office to preside over and coordinate with the Central Organizing Committee and relevant agencies to urgently complete the database of Party members; deploy the implementation of the Electronic Party Member Handbook and software and applications as planned, contributing to improving the operational efficiency of grassroots Party organizations.
Provincial Party Committees, City Party Committees, and Party Committees directly under the Central Government: Continue to effectively implement Directive No. 50-CT/TW, dated July 23, 2025 of the Secretariat on innovation, improving the quality of Party cell activities, enhancing political and ideological education for Party members, and promoting the pioneering and exemplary nature of each Party member in implementing political tasks and major policies of the Party.
Continue to arrange and consolidate the Party organization in accordance with the administrative organization arrangement. Strengthen inspection and supervision of the activities of grassroots party organizations to ensure compliance with Party regulations and State laws.
