According to the report of the Department of Home Affairs of Quang Ninh province, the total number of working headquarters of 13 districts, towns, cities and 171 commune-level administrative units is currently 376 headquarters.
After the arrangement of commune-level administrative units and the no organization of district-level government, the number of headquarters that will continue to be used is 228 headquarters.
The number of surplus headquarters is 148 headquarters, of which the number that is not still in use is 123 headquarters; the number with other proposed options is 25 headquarters.
Regarding the handling plan, the assets of surplus and unused houses and land are proposed to be handled according to 2 options: Prioritizing the conversion of functions to serve as medical and educational facilities, used for other public purposes of the locality; Transferring houses and land to organizations with the function of managing and trading houses of the locality for management and exploitation.
After the arrangement, most of the headquarters of districts, towns and cities in Quang Ninh were arranged as headquarters of commune-level administrative units. However, the headquarters of the City Party Committee, People's Council and People's Committee of Ha Long City and Hong Gai Ward have not been allocated to any unit.
The headquarters of the Ha Long City Party Committee and People's Committee is located in Hong Gai ward. Meanwhile, the new Hong Gai ward was established on the basis of merging 3 wards: Hong Gai, Bach Dang and Tran Hung Dao ward. Location of the working headquarters: Current headquarters of the Party Committee, People's Council, and People's Committee of Tran Hung Dao Ward.
Regarding public cars of district-level administrative units, the current number of cars is 108. The maximum standard for the use of cars for general work is 2 cars/one commune-level administrative unit. Accordingly, with 54 commune-level administrative units after the reorganization, there will be no surplus cars.
