On the evening of October 1, Mr. Pham Cong Quan - Party Committee Secretary, Chairman of Hai Duong Ward People's Council - inspected the Thai Binh River dike to promptly grasp the situation and direct flood prevention and control work.
According to the warning of the Hai Phong City Hydrometeorological Station, due to the impact of widespread heavy rain combined with water regulation from hydroelectric reservoirs, on October 1 and 2, the Thai Binh and Kinh Thay rivers are likely to experience floods with an amplitude of 1.5 - 3.0m.
The flood peak is forecast to be above alert level 1 to alert level 2, which can cause flooding in low-lying areas, floating areas along rivers with a depth of 0.1 - 0.5m, even deeper flooding, lasting from 23 days; at the same time, there is a potential risk of landslides and erosion of the bank.
During the inspection, Mr. Pham Cong Quan visited 4 dike guard posts, encouraged officers and guards, and requested to uphold their sense of responsibility, regularly patrol, and monitor developments. Mr. Quan also inspected the preparation of materials, means, and equipment for flood response; assigned the Ward People's Committee to supplement in a timely manner to ensure conditions for the on-duty force.

The Ward Party Secretary emphasized that the forces must be absolutely vigilant, when there are unusual incidents, they need to report immediately for timely handling. At the same time, it is recommended that residential groups increase propaganda on the loudspeaker system, instructing people to proactively relocate assets, livestock, poultry, and production vehicles out of the danger zone.
In particular, fish cage farming households on the river need to reinforce the anchor system and soon have a harvesting plan to minimize damage.
The inspection activities show the determination of Hai Duong ward in proactively responding to the plan, ensuring the safety of people's lives and property and maintaining a stable life during the flood.
