On the same afternoon, Lieutenant General Doan Thai Duc - Director of the Department of Rescue - Relief, General Staff of the Vietnam People's Army inspected the response to storm No. 11 and acknowledged the positive and proactive spirit of Mong Cai 1 ward and the armed forces.
Chairman of Mong Cai 1 Ward People's Committee Do Van Tuan and Permanent Vice Chairman Nguyen Thanh Hai directly commanded the evacuation of people in temporary and weak houses to safe places.

The entire Mong Cai 1 ward has 175 weak and unstable houses with 800 people (including 25 elderly people; 88 children), which have been relocated to places with solid houses and schools; 36 boat owners have gone ashore to take shelter in cultural houses and schools.
As of 5:00 p.m. on October 5, the whole ward recorded 635 vehicles entering safe storm shelters, including 118 fishing boats, 200 passenger and cargo transport boats, 317 other watercraft (plate boats, iron boats...),
The Ward People's Committee has coordinated with Hai Hoa and Tra Co Border Guard Stations to guide ship owners to anchor, preserve vehicles and move people to shore. 100% of fishermen in the area have taken shelter safely.

Lieutenant General Doan Thai Duc highly appreciated the proactive and urgent response of Mong Cai 1 ward and the armed forces in ensuring the safety of the people.
The Lieutenant General requested the locality to continue promoting the spirit of "4 on-site", "absolutely do not let any human damage occur", minimize property damage, and at the same time prepare forces and means to carry out rescue when situations arise.
