Expected to use "divine eyes" AI and automatic speakers to remind violations
To implement Directive 14 of the Standing Committee of the City Party Committee and Plan 109 of the Da Nang City People's Committee on restoring sidewalk order, Hoi An ward is actively surveying and developing new management plans. The highlight in this plan is the application of artificial intelligence (AI) technology to replace manual patrol methods, which are still inadequate and cannot cover 24/24 hours.
Mr. Nguyen Duc Binh - Secretary of the Party Committee, Chairman of the People's Council of Hoi An ward said that the locality has organized many survey teams to review the current situation of the streets. According to Mr. Binh, sidewalk management here has many characteristics because the old quarter is mainly pedestrian streets, small alleys and some areas do not have sidewalks. To solve this problem sustainably, the ward is aiming to manage it with digital data.
Speaking about the plan to apply technology in the future, Mr. Nguyen Duc Binh shared: "We plan to build a digital copy of Hoi An ward. Through the artificial intelligence surveillance camera system, we will monitor 24/24 hours streets. In particular, we will integrate it into the loudspeaker system; for households that are outside the line or violate, those loudspeakers will automatically play and notify people, and functional forces will come to handle it through the ward's smart camera.

Planning specialized business neighborhoods to stabilize people's livelihoods
Along with the expected application of AI technology, the Hoi An ward government is also urgently completing the zoning plan to definitively solve the situation of sidewalk encroachment by spontaneous business households. The local goal is to both ensure urban aesthetics and not disrupt the income and livelihoods of local people associated with night street activities.
Currently, the ward is re-planning favorable land areas to arrange space for business households. Mr. Nguyen Duc Binh informed about the implementation roadmap: "We plan to form 3 centralized points to bring all night street business households on the road to land areas according to the plan. In these areas, toilets and clean water works will be invested to serve tourists and organize traditional art performance venues of Hoi An".
Specifically, according to Mr. Binh, the areas will be clearly divided into functions such as the night food area at Nguyen Hoang, or the souvenir sales and handicraft performance area in the area near Gieng May market (Tran Quy Cap and Bach Dang streets). The implementation roadmap is divided into 3 phases: Phase 1 (until April 30) focuses on propaganda and mobilization; phase 2 starts handling violations and phase 3 is maintaining sustainable order. Households that comply well will be commended, creating a spread in the community to build the image of Hoi An "humane and kind" associated with a modern and civilized city.
