Ward in Hanoi requests apartment complex investor to remove ban on selling electric vehicles

Hanoi - Hoang Liet Ward has just issued a notice requesting the investor of HH Linh Dam apartment complex not to refuse to keep electric vehicles of residents.

The People's Committee of Hoang Liet Ward (Hanoi) has just sent a document to Private Enterprise No. 1 of Dien Bien Province; Linh Dam Housing Service Branch regarding the receipt of electric vehicles at HH Linh Dam apartment complex.

The People's Committee of Hoang Liet Ward said that it had received feedback from some residents at the HH Linh Dam apartment complex about the Linh Dam Housing Service Branch announcing a temporary suspension of receiving new electric motorbikes and electric bicycles from December 1, 2025 and completely stopping receiving electric vehicle parking from February 1, 2026 in the basement of buildings.

Regarding this, the People's Committee of Hoang Liet Ward said that the Hanoi People's Council issued Resolution No. 57/2025/NQ-HDND dated November 26, 2025 regulating the implementation of low emission zones in Hanoi (implementing Point a, Clause 2, Article 28, Capital Law No. 39/2024/QH15).

According to the Resolution, the city is oriented on measures to develop transport infrastructure to encourage the use of vehicles using clean energy, green energy, and environmentally friendly as stipulated in Clause 2, Clause 3, Article 9 of Circular No. 53/2024/TT-BGTVT of the Ministry of Transport (such as pure electric vehicles PEV or BEV, electric vehicles using pure PFCEV or PCEV fuel cells, vehicles using hydropower fuel...).

Accordingly, the implementation period of the Resolution from now until the period of 2026-2030, the number of electric vehicles of residents will increase significantly to gradually replace gasoline and diesel vehicles.

To strictly implement Resolution No. 57/2025/NQ-HDND dated November 26, 2025 of the City People's Council and the Housing Law 2023, the Ward People's Committee requests that Private Enterprise No. 1 of Dien Bien province (investor of HH apartment complex) and Linh Dam Housing Service Branch (the investor's representative unit managing and operating the apartment building) must not refuse to keep electric vehicles according to the provisions of Clause 1 and Point a, Clause 2, Article 144 of the Housing Law 2023 (except in cases where there is an official request from the competent authority).

Develop a solution to arrange locations for parking of electric vehicles for residents according to the roadmap in Resolution No. 57/2025/NQ-HDND dated November 26, 2025 of the City People's Council.

Increase patrol forces, promptly detect and handle situations and incidents arising during vehicle parking in the basement of the HH apartment complex.

Regularly inspect and maintain the system and equipment for fire prevention, fighting, rescue to ensure stable operation and correct design functions when an incident occurs.

"Hoang Liet Ward People's Committee recommends that Private Enterprise No. 1 of Dien Bien Province and Linh Dam Housing Service Branch seriously implement it.

In case the enterprise and branch deliberately do not accept electric bicycles, electric motorbikes, electric vehicles, causing disorder, the enterprise and branch will be fully responsible before the law" - the document of Hoang Liet Ward People's Committee clearly stated.

The HH Linh Dam apartment complex consists of 12 buildings built on Linh Dam peninsula, invested by Dien Bien Province Private Enterprise No. 1 (Muong Thanh Group). The complex consists of 4 areas, each area consists of 3 buildings, with 9,000 apartments. The total area of the complex is up to 3,553m2.

More than 30,000 residents rushed into 12 buildings of the HH Linh Dam Apartment Complex on Linh Dam peninsula. With a density of about 9 people/m2, this place has become the most populous apartment complex in Hanoi.
