On September 18, the People's Committee of Quang Binh province announced that it will ban the sea starting from 0:00 on September 19 until the sea is safe and there are no more natural disaster risks according to the forecast and warning of the National Center for Hydro-Meteorological Forecasting.
To prepare for the development of the tropical depression (TLD) that may strengthen into a storm and heavy rain, the Provincial People's Committee requests departments, branches, localities, and units to seriously organize on-duty shifts, closely monitor the development of the TLD, promptly direct and deploy response plans according to the "4 on-site" motto.
The Provincial Border Guard Command, the Department of Agriculture and Rural Development, the Quang Binh Maritime Port Authority, and the People's Committees of coastal districts, cities, and towns should focus on checking and counting cargo ships and fishing boats operating at sea, paying special attention to small boats and canoes. By all means, notify the owners of vehicles and captains of ships and boats operating at sea of the location, direction of movement, and developments of the storm so that they do not enter or exit dangerous areas or return to safe shelters.
People's Committees of districts, cities and towns urgently inspect areas at risk of flash floods, landslides, deep flooding, and weak houses against storms and winds; deploy response plans for storms, heavy rains, flash floods and landslides, proactively evacuate people and property to safe places (especially pay attention to locations at high risk of landslides such as Phong Khong hill in Duc Hoa commune, landslides in village 5, Quy Dat town, Ruc village, Hong Hoa commune, etc.); stockpile food and necessities to prevent long-term isolation; grasp information about people going to the forest and notify and call for safe return before floods and storms; arrange forces to control, guide, and divert traffic at culverts, spillways, deep flooding areas, ferry piers, proactively suspend operations of pontoon bridges and ferries when there are heavy rains and floods, etc.
Ensure the safety of the traffic, irrigation and dyke systems, especially small and vulnerable reservoirs. Prepare forces, vehicles and materials on site to respond when necessary. Specialized construction investment project management boards, districts, towns, cities and relevant departments and branches urgently deploy measures to ensure safety for projects under construction, especially the North-South Expressway, Quang Trach Thermal Power Plant, Quang Phuc sea embankment; Nhat Le - Quang Phu sea embankment, coastal road project and Nhat Le 2 bridge... proactively deploy safety measures for projects and workers.
The Department of Dyke Management and Natural Disaster Prevention and Control said that at 7:00 a.m. on September 18, the center of the tropical depression was at about 16.7 degrees North latitude; 113.5 degrees East longitude, about 220 km east of Hoang Sa archipelago. The strongest wind near the center of the tropical depression was level 7 (50-61 km/h), gusting to level 9; moving mainly in a westerly direction at a speed of about 15 km/h, strengthening into a storm.
Forecast of the storm's progress (in the next 24 to 48 hours): At 7:00 a.m. on September 19, the center of the storm is located at 16.4 degrees North latitude, 109.2 degrees East longitude; about 210km East Southeast of Quang Tri, about 120km East of Da Nang, moving West Southwest at about 20km/h, strengthening into a storm, wind force level 8, gust level 10.
