Preparing to enter the flood season, Quang Binh province has prepared plans to prevent and combat natural disasters, ensuring safety for people and irrigation works.

On September 16, the People's Committee of Quang Binh province said that the whole province is focusing on promptly and effectively implementing the work of preventing, overcoming the consequences of natural disasters and conducting search and rescue in the most proactive, timely and drastic spirit to ensure the safety of lives and minimize property damage.

Accordingly, the entire Quang Binh province is ready to activate disaster prevention and control plans in 2024 to respond to emergency situations; ensure the safety of the dyke and reservoir systems; direct the operation of reservoirs to ensure the safety of dams, reservoirs and downstream areas, especially plans to respond to situations of storms and floods occurring continuously and for a long time.

People's Committees of districts, cities and towns are ready to deploy plans, locations and evacuation areas for residents and tourists in low-lying, coastal and estuary areas at high risk of flash floods and landslides, especially in areas with cross-border rivers and streams. Develop plans and strategies for teaching and learning to ensure the safety of students and teachers before, during and after natural disasters.

When storms and floods occur, depending on the level, plans must be implemented such as: calling on ships to take shelter safely; evacuating people in dangerous areas; grasping information about people still in the forest, promptly requesting them to leave the forest or find safe shelter to prevent flash floods and landslides; preparing forces, means, and materials for rescue and timely handling of possible situations; organizing and arranging forces to promptly handle and ensure communication and traffic on main routes, electricity, water for production and daily life, etc.

Ensuring safety of irrigation works

Deputy Director of the Department of Agriculture and Rural Development of Quang Binh province Tran Hoai Nam requested districts, towns, cities and the Irrigation Works Exploitation Company to strengthen the work of ensuring the safety of irrigation works and dykes during the rainy and flood season.

"Closely monitor meteorological and hydrological forecast information to implement plans to ensure the safety of irrigation works, dykes, and flood prevention for agricultural production and people's lives," said Mr. Nam.

Organize zoning and specifically identify crop areas at risk of flooding; organize production in accordance with water resources, ensuring to limit damage caused by rain and floods.

Prepare plans to ensure the safety of irrigation works and dykes during the rainy, flood and storm seasons. Pay special attention to directing the safety of irrigation reservoirs and dykes under construction to ensure the construction progress of flood-proofing and flood and storm-proofing for damaged reservoirs and vulnerable reservoirs at risk of insecurity, such as: Da Lam reservoir does not store water; limited water storage for Khe Cai and Eo Hu reservoirs (Minh Hoa district); Troc Vuc reservoir (Bo Trach district)...

Operate reservoirs such as Rao Da reservoir (Quang Ninh district) according to approved operating procedures; organize 24/7 on-duty during periods of rain, floods, and storms; arrange permanent personnel at the construction site, regularly check the safety of the construction site, promptly detect and handle unusual situations according to the "4 on-site" motto.
