2 tasks in parallel
On June 16, Quang Binh province began a trial operation of the 2-level local government model in newly rearranged communes and wards. This is an important preparation step before the official operation on July 1, 2025 according to the roadmap for reforming the administrative apparatus. In the first testing phase, Dong Hoi ward (new) was selected as the pioneer unit.
At the Dong Hoi City One-Stop Center, officers carry out two tasks in parallel: receiving and handling administrative procedures according to the authority of the city level, and at the same time testing the reception and handling of procedures according to the new commune-level government model. The data and file system of people and businesses has been fully integrated, ensuring smooth operation.
Mr. Tran Xuan Luong, a resident of Dong Hoi City, said that he sees a gradual transfer between the old administrative unit and the new unit. Hopefully, the two-level government will operate better and develop more.
At the transaction counters of the Public Administration Service Center, 8-10 standing civil servants participate in handling documents. At the same time, officials expected to take up the job in the new Dong Hoi ward will also be present to learn and grasp the process. Practicing right during the trial operation process helps civil servants get acquainted with the new work system, improving flexible response capability.
Not only testing the handling of normal administrative procedures, Dong Hoi ward also simulates complex situations such as project delays due to lack of licenses, or land disputes between old administrative units. The selection of these specific situations helps to comprehensively assess the ability to coordinate and handle incidents of the new government apparatus at the ward and commune levels.
Ready for the transfer date
Mr. Hoang Ngoc Dan - Chairman of Dong Hoi City People's Committee commented that the trial operation of commune and ward-level governments is an important preparation step in terms of both facilities and human resources. Previously, cadres and civil servants were carefully trained to be ready to perform tasks in the new administrative environment.
From June 16, 8 new communes and wards in Quang Binh will simultaneously conduct trial operations. It is expected that by June 19, the province will officially announce personnel for the new units, thereby expanding the trial operation throughout the province. This is to ensure that the 2-level government model officially coming into operation on July 1 will not be interrupted.
Ms. Pham Thi Han - Secretary of Dong Hoi City Party Committee said that the locality has completed the preparation of infrastructure, directives and personnel.
During the testing process, the city will regularly review and learn from experience. Inappropriate points will be adjusted so that by July 1, the entire government apparatus will operate smoothly, effectively and efficiently.
