Mr. Tran Phong - Chairman of the People's Committee of Quang Binh province - said that the province is reviewing working headquarters, speeding up the progress of some projects to prepare for the administrative merger process.

In Minh Hoa district, the district People's Committee headquarters project with a total investment of 17 billion VND has completed the design but has been forced to temporarily suspend construction. This is to avoid the case of having completed investment and then having excess functions, which is not suitable for the scale of the organization after the arrangement.

The Chairman of Quang Binh province informed that many other localities such as Le Thuy, Tuyen Hoa, Ba Don, Dong Hoi... are also reviewing and assessing the current status of projects. For projects that have been allocated capital in 2025 and need to complete final settlement, the province allows continued implementation to put them into use, avoiding waste. The remaining projects that have not been constructed and are in the investment preparation stage have been temporarily suspended pending the plan to reorganize the administrative apparatus.

Localities clearly classify projects to have specific handling directions. For unfinished projects using central budget capital, provincial or district budget capital, if they are guaranteed to be effective and have been implemented in practice, the province will allow continued implementation.

Some projects that will continue to be implemented include: Tuyen Hoa District Cultural Center; Ba Don Town Multi-purpose Gymnasium; Mai Hoa Commune People's Committee Headquarters, Ngu Thuy; Le Thuy District Sports Center; Dong Hoi City Cultural Sports Center...

According to Mr. Tran Phong, allowing these projects to continue not only helps promote the efficiency of the project's use but also maintains the progress of public investment disbursement - a key task of the province in 2025.

Ensuring harmony between restructuring the apparatus and social security

Not only stopping at administrative works, the People's Committee of Quang Binh province also provides specific instructions on the regular procurement and repair of assets in units not subject to arrangement, especially in the fields of health, education, culture, and rural sports.

Mr. Tran Phong emphasized that the province always sets a goal of effectively using public resources, not allowing investment to be spread out but also needs to ensure conditions for cultural and social activities for people, especially in rural areas and remote areas not affected by the merger.

The province requires localities to focus on settling completed projects, prioritizing payment of basic construction debts, collecting advances, and avoiding prolonged surplus. The Chairman of the Provincial People's Committee also requested each district, town and city to take full responsibility if there is any loss or waste during the implementation period of the organizational arrangement.

The People's Committee of Quang Binh province has assigned the Department of Finance to continue reviewing and coordinating with departments, branches and localities to synthesize and propose specific handling options. The province's viewpoint is to be transparent and efficient, not to let a single budget penny be wasted in the conversion process.
