The Ministry of Culture, Sports and Tourism has sent a document to the People's Committees of provinces and centrally run cities on reviewing, adjusting and implementing the determination of administrative units formed after the arrangement with world cultural and natural heritages; special national monuments.
Regarding the tourism sector, the Ministry requires keeping the names of recognized national tourist areas, at the same time, updating the locations associated with tourist areas according to the newly arranged administrative units.
Review and adjust the new names, place names, and addresses of tourist area management organizations/offices directly related to the administrative units formed after the arrangement.
Regarding the order, procedures, and authority to recognize provincial tourist areas at point a), Clause 2, Article 27 of the Law on Tourism, it is proposed to amend the Law on Tourism in the direction of: The provincial tourism professional agency prepares a dossier to propose recognition of provincial tourist areas.

Regarding the field of cultural heritage, the Ministry also requires the keeping of the names of relics including world cultural and natural heritages, special national relics, national relics, provincial and municipal relics that have been recognized and ranked. This is to not change the original elements of the relic as well as its historical, cultural and scientific value.
The provinces and centrally-run cities also need to update the locations associated with the relic according to the newly arranged administrative units.
In the field of grassroots culture, the Ministry proposes to add the review subjects of traditional festivals being held at relics recognized as world cultural and natural heritages, classified as national historical heritages, especially being reviewed, except for traditional festivals that have been recognized by UNESCO or are on the list of national intangible cultural heritages.
Accordingly, these traditional festivals are identified in 2 levels as "provincial traditional festivals" or "commune-level traditional festivals".
For traditional festivals identified as traditional provincial festivals, continue to carry out registration procedures and notify the organization of festivals according to the provisions of Clause 2, Article 9, Article 12 and Clause 2, Article 14, Article 15 of Decree No. 110/2018/ND-CP.
For traditional festivals identified as traditional festivals at the commune level, continue to carry out procedures for notifying the organization of festivals according to the provisions of Articles 14, 15 and 17 of Decree No. 110/2018/ND-CP.

The Ministry of Culture, Sports and Tourism requests the People's Committees of provinces and cities to complete the review and send a report to the Ministry before October 30, 2025 to ensure that the arrangement of administrative units does not cause disruption in the management of heritage, tourism and grassroots cultural institutions.
