Quang Nam responds to banning vehicles over 5 tons on billion-dollar roads

Quang Nam - For the past 2 years, Quang Nam has banned trucks over 5 tons on Vo Chi Cong Street, causing difficulties for many businesses.

Businesses in trouble because of the ban

The project to complete coastal road 129 (Vo Chi Cong road) through Quang Nam, 90km long, has a total investment of more than 2,056 billion VND. This project connects Chu Lai airport to Da Nang, designed with 4 lanes, is a strategic route for economic development in the eastern region of Quang Nam and serves rescue when the rainy season causes flooding on National Highway 1A...

Although the infrastructure is not yet complete, this route has been open to traffic for more than 4 years. The construction unit is constructing part 2 of the project, expanding and completing the section from Dien Hong slope (Tam Ky) to Chu Lai airport (Nui Thanh).

From January 2023, Quang Nam will ban tractor-trailers and trucks over 5 tons from circulating on Vo Chi Cong Street, causing difficulties for hundreds of transport businesses.

A representative of the company, who requested anonymity, said that this unit specializes in transporting export goods from Binh Minh commune, Thang Binh district - imported at Truong Hai Port, circulating on Highway 129 for many years. Since Quang Nam banned trucks over 5 tons from circulating on Vo Chi Cong route, the company has been in trouble.

Changing traffic directions on National Highway 1A not only increases the risk of traffic accidents, but also incurs high costs, causing businesses to lose out on signed contracts.

Limit load to ensure safety

According to Mr. Van Anh Tuan - Director of Quang Nam Department of Transport, the goal of the Vo Chi Cong road project is to connect passenger transport and diverse requirements from industrial parks to transport infrastructure works such as airports and seaports. However, the current load ban does not ensure this goal.

“The reason is that the project is still in the stage of continued investment and expansion, especially the section from Dien Hong slope (Tam Ky) to Chu Lai (Nui Thanh). Exploitation on the traffic route under investment must control the load. This is in accordance with the regulations” – Mr. Tuan explained the ban.

Mr. Nguyen Van Thuong - Director of the Quang Nam Traffic Construction Investment Project Management Board added that during the construction process from Dien Hong slope to Chu Lai airport, there were too many trucks running, affecting traffic safety, so the Board proposed to limit the load to over 5 tons.

"For the completed section, the Board will study and advise competent authorities to consider removing the ban to serve traffic exploitation on Vo Chi Cong Street," said Mr. Thuong.

According to Mr. Tran Nam Hung - Vice Chairman of Quang Nam Provincial People's Committee, the province's policy is to have Vo Chi Cong route serve tourism development in the Southeast dynamic region of the province.

At the same time, through initial exploitation of the completed section, it was found that there was a large volume of heavy vehicles, affecting traffic safety on the route. Currently, the project is still under construction, which will cause complicated traffic safety issues. Based on these three factors, the province decided to limit heavy loads.

It is expected that in 2025, relevant units will remove obstacles and complete the section from Tam Ky to Nui Thanh. After that, the province will have an official decision to lift the ban.
