Land records increase before the transfer date
In early June 2025, at the Que Son District Reception and Results Department, the atmosphere was always tense from early morning. Dozens of people patiently wait for their turn to complete administrative procedures, mainly related to the issuance and renewal of land use right certificates.
Mr. Tran Van Bay (63 years old, Que Hiep commune, Que Son) shared that he submitted an application since November 2024 to issue a "red book" to a "pink book" for the land plot left by his father, but it has not been completed yet.
"I have traveled many times, sometimes without drawings, sometimes having to confirm the increased area. Hopefully it will be completed before the district level dissolves so as not to miss work" - Mr. Bay said.
Similarly, Mr. Ngo Minh Vinh (residing in Binh Nguyen commune, Thang Binh district) was authorized to handle the file of transferring land use rights from his mother to four siblings. He said that although the procedures are not too complicated, the officers receiving the documents are overloaded, so the settlement is slower than usual.
"I am worried that if I cannot be there in time in June, I do not know if there will be any changes in the process when I move to the new commune level," said Mr. Vinh.
According to Mr. Luu Duc Phuong - Deputy Chief of Office of the People's Council and People's Committee of Thang Binh District, the number of records increased dramatically since the information was available, and there will no longer be a district-level government organization from July 1, 2025.
"Many people are concerned that the processing of documents will be interrupted after the dissolvement of the district level, so they rush to work early. Although we have promoted that administrative benefits are still guaranteed, the pressure on processing documents is still very high" - Mr. Phuong informed.
According to Mr. Phuong, due to overload, not all documents can be processed on time, especially when many documents are errors and lack documents and have to be returned and supplemented many times.
In Nui Thanh district, the situation is not much better. The Chairman of the District People's Committee recently had to chair an urgent meeting with relevant units to find a way to resolve more than 3,000 backlog of records - most of which are records for granting first-time land use right certificates. Notably, many cases have had their documents returned three or four times due to lack of documents or technical errors, causing frustration for people.
The District People's Committee requested specialized departments and the People's Committees of communes and towns to review the entire process, increase personal responsibility, and strictly handle cases of lack of service spirit, causing procedures for people.
Strengthening service, applying digital transformation
In many other districts such as Hiep Duc, Duy Xuyen, Phu Ninh... the one-stop department is in a state of "racing". In some places, officers have to work until 12 o'clock, even 6 o'clock to process documents in time. Despite great pressure, the cadres did not complain, because they understood that each dossier was an essential need of the people.
Mr. Nguyen Duc Binh - Director of the provincial Department of Science and Technology - warned that after the dissolvement of the district level, the workload at the commune level will increase 8-9 times, while the number of commune-level administrative headquarters after the merger will only be about 30% compared to before. "Without timely solutions, the risk of administrative "interference" is huge" - Mr. Binh emphasized.
Faced with this situation, the People's Committee of Quang Nam province issued Official Letter 3785 dated May 8, 2025, requesting localities to organize the reception and handling of administrative procedures (AP) in accordance with regulations, not to let the situation of "disruption" of public services during the process of transferring the apparatus.
In the group of solutions, Quang Nam focuses on accelerating digital solutions: From the entire online public service system, to mobile public service kiosks installed in the new commune, supporting people to perform administrative procedures via electronic devices, without having to go directly to the agency. The province also implements the model of "proactive public administration".
According to the direction of Chairman of the Provincial People's Committee Le Van Dung, all 346 district-level administrative procedures will be reviewed and classified to be transferred appropriately to the commune or provincial level. The entire process will be integrated into the electronic system for smooth operation as soon as the two-level government officially comes into operation.
