Hanoi City is seeking public opinion on the draft Resolution on Highway Land Use Fee for vehicles traveling on expressways owned by the entire people managed by Hanoi City.
This Resolution stipulates the collection of highway tolls for vehicles traveling on highways owned by the entire people and managed by Hanoi City, including: Conditions and times for collecting highway tolls in the city; collection rates, payment, exemption, management and use of highway tolls under the management of the City People's Committee.
The time for collecting highway tolls is implemented after meeting the conditions specified in this Resolution and completing the selection of a road toll payment service provider and a collection operation unit.
According to the draft, the Department of Construction is responsible for determining the routes and sections of expressways in Hanoi to ensure the conditions for implementing the management of highway tolls. Propose and report to the City People's Committee on the selection of: agency managing highway tolls; road use fee payment service provider; collection operation unit; agency holding a right to collect highway tolls; organization receiving a right to collect highway tolls according to the provisions of law on management and use of public assets and other relevant regulations.
At the same time, the Traffic Construction Maintenance Board is assigned to be responsible for surveying and developing toll collection projects; organizing bidding, selecting toll collection operation units, and expressway tolls collection rights holding agencies; organizing the receipt of expressway tolls collection rights in accordance with the provisions of law on management and use of public assets and other relevant regulations; managing and supervising project implementation according to assigned functions and tasks. Synthesize the estimate of highway tolls in the annual budget estimate of the City, send it to the Department of Finance at the same time as the discussion of the annual budget revenue and expenditure estimate of the City according to the provisions of the State Budget Law.
Meanwhile, according to the reporter's research, there are currently two expressways managed by Hanoi City, namely the elevated Ring Road 3 (more than 29 km) and Thang Long Avenue (28 km).
Speaking to Lao Dong on the afternoon of June 11, Mr. Tran Huu Bao - Deputy Director of the Hanoi Department of Construction said that according to current regulations, the highway fee collection level will be implemented according to Decree No. 130/2024/ND-CP of the Government on collecting highway tolls for vehicles traveling on the expressway owned by the entire people and directly managed and exploited by the State. Meanwhile, for expressways managed by localities, provinces and cities will have to establish toll collection levels.
"Currently, Hanoi City has not yet had a policy of collecting tolls on highways, but is only implementing the law - which is to develop regulations on collection levels. Whether or not to collect fees will need to meet the conditions for collection and there needs to be a policy" - Mr. Bao informed.
