Warning of major floods on rivers
On October 21, Mr. Nguyen Hoang Giang - Chairman of the People's Committee of Quang Ngai province issued a telegram requesting focus on responding to storm No. 12 and heavy rain causing the risk of flooding, landslides, and flash floods.
According to Mr. Giang, from October 20 to October 26, the province will have heavy to very heavy rain, mainly concentrated in the communes in the East of the province, then expanding to the communes in the West. Prolonged heavy rain can cause landslides, flash floods in mountainous areas; flooding in low-lying areas. In particular, it is necessary to be on guard against floods on Tra Bong, Ve, Tra Cau rivers, Phuoc Giang rivers that are likely to reach alert level 3, even above alert level 3.

The Chairman of the Provincial People's Committee directed the Department of Agriculture and Rural Development, the Provincial Border Guard and related units to request all ships and boats operating in the North and Central East Sea (including the Hoang Sa archipelago) and the waters of Quang Ngai to urgently find a safe anchorage location. The calling for ships and boats to take shelter from the storm must be completed before 3:00 p.m. on October 21, 2025.
Continue to ban all types of ships and boats from operating at sea, including passenger transport vehicles on the Sa Ky - Ly Son route, the Lon Island - Be Island route and vice versa, until the weather is stable according to information from the Quang Ngai Hydrometeorological Station.
For ships and boats that have entered anchorage, captains and crew members are required to strictly comply with the instructions of local authorities and authorities in storm response. Absolutely do not leave people on ships and boats when there are big waves or strong winds, to ensure safety.
Shock forces need to be mobilized to inspect and review residential areas along rivers, streams, low-lying areas, areas at risk of flooding, flash floods, and landslides.
Special attention should be paid to the locations where landslides have occurred such as: Tamok Met Village, Dak Plo Commune; So Thac Village School (Dak Nen Kindergarten, Mang But Commune); Go Khon Village Residential Group, Ba Dinh Commune; Residential Group 4, Tra Linh Village, Tay Tra Bong Commune; Go Oat Mountain, Ba Lang Village, Ba Vinh Commune... and residential areas along the Tra Cau, Ve, Phuoc Giang, Tra Bong rivers. These works must be completed before October 22.
Border guards set off fireworks to warn of storm No. 12
In the early morning of October 21, the Quang Ngai Provincial Border Guard Command deployed 4 fireworks display points to call on ships to return to shore to avoid the storm, and at the same time warned people to proactively prevent and combat natural disasters.
At Sa Ky estuary, the border area between Dong Son and Tinh Khe communes, Border Guard Squadron 2 organized fireworks to warn of storm No. 12. Under the rainy and windy weather conditions, a series of bright fires of fireworks issued towards the sea, conveying emergency information to ships and boats operating offshore, helping them promptly move to safe shelters.
The flare is also a signal to support ships outside the locality or ships that have lost contact to recognize the estuary area, thereby orienting them to move to shore. At the same time, this activity was also deployed simultaneously by the Border Guard Stations: Sa Huynh, Binh Thanh, Ly Son, at the seaports of Sa Can, Sa Huynh and Ly Son area.
After the series of fireworks were fired, many ships operating at sea quickly moved to the estuaries to avoid the storm safely.

According to statistics, by 6:00 a.m. on October 21, the whole province of Quang Ngai had about 6,100 ships with more than 34,300 fishermen anchored and taking measures to prevent natural disasters. There are currently 309 ships with 4,080 fishermen operating at sea; of which, 7 ships with 61 fishermen are in the danger zone.
All ships in the danger zone have received information about Typhoon No. 12 and are urgently moving out of the storm's affected area.
