Assessment of sources of risk of environmental incidents
On July 24, Mr. Do Tam Hien - Vice Chairman of Quang Ngai Provincial People's Committee - requested the authorities of communes, wards, economic zones, industrial parks... to strengthen environmental incident prevention and response in the 2026 rainy and storm season.
The rainy and storm season is approaching, heavy rain often causes flash floods, landslides, and damages to works such as hydropower plants, processing plants, wastewater treatment plants, ore processing plants...
Most environmental incidents leave heavy consequences for people's lives and production and business activities.
Therefore, the provincial government requests that in the current period, functional sectors, local authorities and businesses strengthen inspection and supervision of the operation of wastewater treatment systems, wastewater reservoirs, tailings ore reservoirs, waste storage yards, mineral exploitation facilities, steel plants, hydropower plants...
At the same time, assess the risk of environmental incidents occurring in the area and publicize information about sources that may cause environmental incidents according to regulations.
Environmental pollution, people suffer enough
Over the past time, functional agencies of Quang Ngai province have received and handled many cases of environmental pollution causing public outrage and affecting people's lives.
Recently, Quang Ngai Provincial Police issued a decision to prosecute the accused, a ban on leaving the place of residence and a decision to temporarily suspend exit for Mr. T.D. H (General Director of L.L. M Mechanical - Electrical - Environmental Joint Stock Company, in Binh Son commune) and Mr. H.V. P (Director of the Waste Treatment and Recycling Complex of L.L. M Mechanical - Electrical - Environmental Joint Stock Company) for the act of causing environmental pollution.
The results of the expanded investigation determined that although Mr. H and Mr. P clearly knew that employees dumped, discharged, and buried catalysts containing hazardous components against regulations, they still agreed to let employees continue to implement without applying any preventive or supervisory measures, leading to prolonged violations.
The total volume of hazardous waste dumped, discharged, and illegally buried was determined to be more than 117 tons.
Previously, Lao Dong Newspaper also reported that at noon on July 30, 2025, the waste burial pit at Ngoc Hoi Solid Waste Treatment Complex burst, wastewater overflowed, burying more than 9 hectares of agricultural land of 12 households, mainly aquaculture areas.
The project has an investment capital of more than 49 billion VND, an area of 6.8 hectares, but after just over 3 months of operation, a serious incident occurred.
The waste pit was broken, causing environmental pollution and heavy economic damage to many households in the area.
Regarding the waste pit burst incident, Mr. Ho Trong Phuong - Director of the Department of Agriculture and Environment of Quang Ngai province - advised the Provincial People's Committee to request the construction unit (Bao Tran Kon Tum One Member Limited Liability Company) to support people to overcome damage, and at the same time committed not to let similar incidents recur in the future. If an incident occurs, the unit must bear full responsibility before the law.
The Department of Agriculture and Environment of Quang Ngai province said that the cause of the waste pit burst incident was prolonged heavy rain, extreme weather leading to erosion. The terrain of Sa Loong area is mainly hilly, the soil is easily saturated, and the amount of rain poured in is much larger than the drainage capacity and capacity of the system.
