Chairman of Ha Tinh Provincial People's Committee Phan Thien Dinh has just signed Decision No. 1508 promulgating the overall plan for arranging villages and residential groups in the province.
According to the plan, the whole province will reduce from 1,901 to 827 villages and residential groups, corresponding to a reduction of 1,074 units (56.5%), marking the largest scale arrangement ever at the residential community level.
Through review, Ha Tinh currently has 1,901 villages and residential groups, but only 164 units meet the standards for scale according to regulations, accounting for 8.63%; the remaining 1,737 units do not meet the standards. This situation leads to resource dispersion, increased management focal points and affects the operational efficiency of the political system at the grassroots level.
According to the approved plan, Ha Tinh province will arrange 1,823 villages and residential groups to establish 749 new units; and at the same time maintain 78 units that meet standards or have special characteristics in terms of geography, population, national defense - security.
After arrangement, the whole province still has 697 villages and 130 residential groups; of which 95.16% of units meet the scale standards according to regulations.
The arrangement aims to form residential communities with a more reasonable scale, creating conditions to focus resources on infrastructure investment, improve the quality of community life, increase the efficiency of state management and promote digital transformation at the grassroots level. The province also orients to prioritize the use of traditional place names, ancient village names, and historical place names when naming new villages and residential groups to preserve local cultural values.
Along with reducing focal points, Ha Tinh is expected to sharply reduce the number of people operating at the grassroots level. After arrangement, the number of non-specialized workers in villages and residential groups will decrease from 4,106 to about 2,394 people; the number of people directly participating in activities at the grassroots level will decrease from 14,903 to about 6,592 people. Excess cases will be resolved with regimes and policies according to current regulations.
According to provincial calculations, the arrangement will help save about 116 billion VND of the budget each year from reducing allowance and operating expenses. This resource will be prioritized for investment in socio-economic development, improving the quality of operations at the grassroots level and implementing digital transformation tasks.
According to the roadmap, communes and wards will complete the development of the project, collect people's opinions and submit it to the commune-level People's Council for approval before June 30, 2026. The implementation requires ensuring democracy, publicity, transparency, maintaining political stability, social order and safety and creating consensus in the residential community.
