According to the inspection conclusion, the current number of civil servants is lower than the assigned payroll, which is one of the reasons why some officials have to concurrently hold many fields.
Many shortcomings in cadre appointment work
Besides the limitations in personnel arrangement, the inspectorate also discovered many shortcomings in the appointment of civil servants at Bac Lieu Ward People's Committee.
All 18 civil servant appointment decisions that were inspected did not cite the Government's regulations on standards for leadership and management civil servant titles in state administrative agencies.
In addition, there was 1 case of implementing 2 appointment procedures at the same time; 28 cases of dossiers without resumes of civil servants and public employees; 2 cases of missing health certificates as prescribed.

Regarding the payment of monthly preferential regimes to people with meritorious services to the revolution and relatives of people with meritorious services, the inspection agency also recorded many errors in the authorization and dossier management procedures.
In which, there are 215/304 cases of receiving benefits on behalf of others through bank transfer without a power of attorney; 3 cases of receiving benefits on behalf of others in cash but without a power of attorney; 9 cases of signing to receive money but without clearly stating their names.
The inspection conclusion assessed that the above-mentioned shortcomings and limitations are less serious but have reduced the effectiveness and efficiency of state management in the field of internal affairs in the locality.
The inspection agency believes that the reason stems from the fact that the system of guiding documents in the implementation phase of the 2-level local government model is still being completed; the team of civil servants in charge of internal affairs is still lacking in quantity and limited in experience while the workload is large.
In addition, the inspection and urging work of the leaders of the Ward People's Committee for the advisory department is not regular; the updating and research of new regulations by the professional department is still slow, leading to shortcomings in the process of performing tasks.
