The road project connecting Thach Bich Bridge to Tinh Phong has a total length of 6.11 km. Of which, the main route is more than 4.82 km long, the branch route is more than 1.29 km long. The total investment is more than 694 billion VND, with implementation period from 2019 to 2025.
Currently, according to the investor's report, localities have only handed over 3.57 km of site to contractors for construction, reaching 58.4%. Of which, the section through Quang Ngai city is 2.5/3.04 km, reaching 82%; the section through Son Tinh district is 1.07/3.06 km, reaching 35%. There are still 208 households with 5.69 hectares that have not yet established a compensation, support and resettlement plan.
Up to now, the construction value of VND 190 billion, equivalent to more than 46% of the contract value. The implementation plan in the coming time, agencies and units continue to focus on speeding up the construction of the segments that have been handed over the ground, especially focusing on the intersection positions of the project with Highway 1 and Provincial Road 622C.
The road project connecting Thach Bich Bridge to Tinh Phong is a key project with an important role and significance. After completion, the project will help reduce traffic congestion through National Highway 1, create regional linkages, exploit land funds on both sides, and create momentum for local economic and social development.
During the project progress inspection on April 21, Mr. Nguyen Hoang Giang - Chairman of the People's Committee of Quang Ngai province requested relevant agencies and units to urgently coordinate to remove difficulties and obstacles in site clearance to speed up construction progress.
Quang Ngai City must complete site clearance in May 2025. Son Tinh District to be completed before June 15, 2025. Mr. Nguyen Hoang Giang emphasized that according to the general policy, by the end of June 2026, the district-level administrative unit will be dissolved, so compensation must be urgently worked on. If it continues after this time, it will cause many difficulties. The provincial leaders will monitor and inspect the implementation of this project more regularly. The project investor urges contractors to mobilize resources to construct as much as possible, and the site will be available.
In addition to the above project, the Tra Khuc River downstream dam project has a total investment of nearly 1,500 billion VND, implemented since 2019, expected to be completed in 2021. However, after 6 years, the project is still in a state of disrepair. According to the investor's explanation, the reason is due to land clearance problems.
The ground problems are mainly due to previous authorities, the competent authority has approved for land users to separate the parcel, raise the purpose of land use in large quantities. After that, through the inspection, some shortcomings were discovered and the authorities advised to cancel some of the land use right certificates due to the wrong purpose of the regulations. Since then, many households have not agreed to hand over the ground. Currently, the unit has grouped these households to gradually remove obstacles and accelerate the site clearance.
According to the investor, up to now, the resettlement has been arranged for people in the affected area in 2 positions. It is the Iricitarian resettlement area of 23 lots and the I (expansion) resettlement area is investing in 38 lots in Truong Quang Trong ward. Up to now, the units have basically completed the work items for the scope of handing over the ground. Accumulated implementation value reached VND 1,130 billion, reaching 88.4% of the contract value.
