The permanent goal of functional forces in Quang Ngai is to receive ships entering and leaving the port, control seafood output and journey monitoring equipment, and prevent management gaps.
Over the past time, the province has synchronously implemented many solutions to combat illegal, unreported and unregulated (IUU) seafood exploitation. The management of the fleet has been tightened. Fishermen are propagated and raised awareness, exploiting in the right sea area, not violating foreign sea areas. Responsibilities under the Central Government's direction are strictly implemented, creating positive changes.
Control begins right from the time the ship departs. The Port Management Board checks records, papers, and the operating status of the cruise monitoring device (VMS). The Border Guard force checks for the last time before the ship leaves the port. At sea, fishing boats must maintain VMS connection 24/24 hours. In case of signal loss, they are monitored, warned and handled promptly.
The province has deployed electronic traceability (eCDT) for more than 3,000 fishing vessels. This rate is high compared to the whole country. The system helps control from exploitation to consumption. Transparent data, meeting domestic regulations and international market requirements.
To prevent recurrence of violations, localities tighten the responsibility of ship owners, captains and local authorities. The penalty level increases for acts of losing VMS connection or violating foreign waters. Local authorities coordinate with the fisheries control office to propagate and verify 100% of violations for strict handling.
Mr. Nguyen Duc Binh, Deputy Director of the Department of Agriculture and Environment of Quang Ngai province, said that the Fishing Port Management Board is on duty 24/24 hours, fully records ships entering and leaving, controls port output and inspects installation equipment. The Department requires 100% of personnel to be on duty before, during and after Tet. The Provincial People's Committee also directed the Border Guard force to regularly control at stations and river canal areas, and strictly handle violating ships.
Whether on weekdays or Tet holidays, the work of combating IUU fishing in Quang Ngai is still maintained drastically. The province expresses its determination to join the whole country in removing the "yellow card" warning, towards sustainable and responsible fisheries development.
