According to Quang Ninh Department of Education and Training, the project to transport students by electric bus in Ha Long, Hong Gai and Ha Tu wards is being implemented by the province, with 6 routes planned, using about 50 30-seat vehicles.
Through review, in 3 wards, there are 2,596 students who need to use the service, with 171 pick-up and drop-off points.
To ensure progress, the Quang Ninh Department of Construction has issued a plan to implement the project, chaired the development of dossiers, and organized the selection of service providers.
The People's Committees of Ha Long, Hong Gai and Ha Tu wards are responsible for reviewing the locations of student pick-up and drop-off points; investing in and renovating technical infrastructure and coordinating to develop traffic organization plans in the school gate area, pick-up and drop-off points, to be completed before August 15.
Quang Ninh Power Company will complete the investment and upgrade of the power supply system to the parking lot before August 15.
The service provider completes the transformer station, charging station and related technical items before August 30.

In mountainous areas, ethnic minority areas, border areas and islands, from the 2026 - 2027 school year, Quang Ninh implements support policies for students far from school according to Resolution 93/2025/NQ-HDND of the Provincial People's Council.
Students whose houses are 4km or more away from their place of study for primary school, 7km for secondary school, 10km for high school, continuing education students or those who have to go through areas with difficult terrain and traffic are considered for support.
Depending on actual conditions, educational institutions can arrange for students to eat and stay concentrated during the week or organize transportation to school and home every day.
For students and trainees who are arranged to eat and stay concentrated during the week, do not go to school and return home on the same day, the support level is 936,000 VND/person/month, the benefit period is no more than 9 months in a school year.
In case of organizing daily pick-up and drop-off, the support level according to the value of the service contract is a maximum of 510,000 VND/month for primary school students; 620,000 VND/month for secondary school students and 730,000 VND/month for high school students and continuing education students. The support period does not exceed 9 months/school year.
At Vu Oai Primary and Secondary School, Thong Nhat commune - mountainous area, ethnic minority areas - cars picking up and dropping off students daily have been implemented since 2022 according to the policy of the Ha Long City People's Council before.
Mr. Nguyen Van Bay, from Thong Nhat commune, whose 2 children are studying at school, said that after merging the school sites, the distance to school is longer, and the route has to go through an underground spillway, so car pick-up and drop-off helps children not have to go through dangerous underground spillway areas, and parents are more reassured.
This school year, the school has announced a parent meeting to agree on a plan to pick up and drop off students according to Resolution 93 instead of the policy of the old Ha Long City People's Council. My family is very supportive and willing to pay more if the actual cost of renting a car to pick up and drop off the children is higher than the support level" - Mr. Bay said.
Organizing school drop-offs suitable to the specific characteristics of each area will help students get to school more conveniently and safely, while contributing to ensuring learning conditions and improving the quality of education in the new school year.
