The construction of this park aims to create a high-quality public space, contributing to increasing urban green space, improving the landscape, protecting the ecological environment and improving the quality of life of people; at the same time, promoting the development of tourism, services, green, smart cities, sustainable development.
The location of this park is right on the 10-lane road, adjacent to the intersection to the Hai Phong - Ha Long expressway.
The total planned area for park construction is 355,692.5m2
The project is implemented in the form of public-private partnership (PPP), with a total investment of 350.42 billion VND. The project implementation period is about 24 months from the date of land allocation.
The People's Committee of Quang Ninh province assigned the Department of Construction to be fully responsible to the Chairman of the Provincial People's Committee for the information content, accuracy of the data, validity and consistency between the records and the field and the content of the project appraisal results.
The Department of Finance studies potential financial risks and proposes mitigation measures; supervises the implementation of investors to ensure that the project's financial plan fully complies with the provisions of the law on PPP investment, the state budget and related legal regulations.
The Department of Agriculture and Environment guides investors in procedures related to land for the project, including land acquisition, land use purpose conversion, land allocation, land lease, land handover on site; inspection and supervision of environmental conditions and requirements and land use during project implementation, guidance on management and handling of excess soil and rock arising during project implementation (if any).
Tuan Chau Ward People's Committee is responsible for implementing state management of planning, investment, land, environment, minerals, etc., proactively organizing and supervising investment projects in the area according to the department. Coordinate with relevant departments, branches, sectors and investors to resolve difficulties and problems in the project implementation process.
After the public park was invested, completed and transferred, the People's Committee of Tuan Chau Ward organized the reception and assigned it to the management and operation unit to maintain and exploit the community service park to ensure compliance with the project's goals.
