Steering Committee 515 is the short name of the Steering Committee for searching, repatriating and identifying martyrs' remains at all levels (national, military region, province, city).
Phong Coc is the first locality in Quang Ninh to deploy the sampling of martyrs' remains according to this campaign, as a basis for drawing experience for communes, wards, and special zones in the province.
At Phong Coc Martyrs' Cemetery, specialized forces took biological samples for 5 unidentified martyrs' graves to serve DNA testing.
Sampling is carried out according to technical procedures, including the steps of preparing dossiers, determining grave location, excavating, taking samples, sealing, establishing identification codes, updating digitized data, preserving, transporting and handing over samples.
After taking samples, the Provincial Steering Committee 515 will organize a conference to draw experience for communes, wards, and special zones in the area.
According to the review, Quang Ninh currently has 22 martyrs' cemeteries with 3,800 martyrs' graves. Among them, 764 martyrs' remains at 17 cemeteries need to be sampled for DNA testing. These are martyrs' remains that are not yet known or have only known part of the information.
Quang Ninh aims to complete the sampling of martyrs' remains with unclear information for DNA testing before September 2, 2026, 90 days earlier than the plan of Military Region 3 and 300 days earlier than the plan of the Central Government; ensuring 100% of samples are taken according to technical procedures, complete and accurate records.
