At the time of the incident, many people used their phones to record images and expressed surprise when they first witnessed this natural phenomenon directly.
Mr. Nguyen Ngoc Tu, residing in Hoanh Bo ward, one of the people who recorded the dragon throat image, said: "The dragon throat appeared at about 8:30 am, when I was in the old Vu Oai commune area, I saw it. Currently, some videos of dragon throats in Quang Ninh have appeared on social networks this morning. In my opinion, this is just a dragon throat, recorded from many different angles. The dragon throat appeared for about 5 minutes and then gradually dissipated.
Talking to Lao Dong Newspaper, a leader of Thong Nhat Commune People's Committee said that the locality is specifically determining the location where the water cannon appeared, and at the same time reviewing damage if any. The local government is also ready with plans to support people when necessary.
