Quang Tri considers extending lake dredging license for unit that violated

Authorities in Quang Tri province are considering extending the dredging period for two reservoirs in Hai Lang district. However, the unit requesting the extension has violated regulations during the previous dredging process.

Request for extension of dredging 2/4 of reservoir

In Hai Lam commune (Hai Lang district, Quang Tri province), there are Khe Ro 1, Khe Ro 2, Khe Ro 3, Khe Ro 4 reservoirs providing irrigation water for many rice and crop areas.

The Provincial People's Committee has granted a license to GFC Environmental Technology Investment Joint Stock Company (abbreviated as GFC Company) to dredge and increase the reservoir storage capacity of these 4 reservoirs in License No. 2853/GP-UBND dated October 4, 2021. According to the granted license, the above company is allowed to dredge and operate within the protection area of ​​​​4 irrigation works with a total area of ​​​​41.14 hectares. The operating period is 3 years, from October 1, 2021 to October 1, 2024.

Hai Lang District People's Committee said that the total dredging volume of Khe Ro 1, 2, 3 and 4 reservoirs by October 4, 2024 was 435,307.69m3/1,055,625m3 (reaching 41.23% of the plan). Of which, Khe Ro 3 and 4 reservoirs have completed dredging and have been handed over to local management, while Khe Ro 1 and 2 reservoirs have only completed 253,812m3/874,157m3 (reaching about 29.0% of the plan). On November 1, 2024, GFC Company sent a document to Hai Lang District People's Committee requesting an extension of the dredging time for Khe Ro 1 and Khe Ro 2 irrigation reservoirs.

Mr. Duong Viet Hai - Vice Chairman of Hai Lang District People's Committee informed that dredging must ensure the safety of the dam, must comply with the design documents and regulations of competent authorities on licensing according to the provisions of law. In terms of policy, Hai Lang District People's Committee agreed to extend the dredging time of Khe Ro 1 and Khe Ro 2 lakes, but required GFC Company to overcome some existing problems that have been pointed out; repair damaged traffic roads and complete before December 31, 2024.

Existing issues need to be addressed before renewal is considered.

During the dredging of the four reservoirs mentioned above, people in Hai Lam commune repeatedly expressed their frustration when the dredging unit showed many signs of violations. In particular, the dredging has led to the risk of water shortage for the Summer-Autumn crop in 2024.

Based on the feedback from the people, the People's Committee of Quang Tri province requested the Department of Agriculture and Rural Development (DARD) of Quang Tri province to conduct an inspection. The results showed that GFC Company had not properly implemented the contents of the granted license.

For example, the company has not set up elevation markers and dredging boundary coordinates; dredging is not in accordance with the design documents; there is no annual dredging plan as prescribed; and the approved environmental impact management and mitigation measures have not been implemented... Regarding Khe Ro 4 reservoir, through inspection, the working group found that the company's dredging of Khe Ro 4 reservoir was not in accordance with the design documents attached to the approved license, and there were signs of violations within the protection area of ​​the Khe Ro 4 reservoir irrigation project.

On January 2, the provincial Department of Agriculture and Rural Development confirmed that it had requested the Quang Tri Provincial People's Committee to direct the Hai Lang District People's Committee to preside over and request GFC Company to immediately fix existing problems in the process of dredging irrigation lakes.
