Public services "touch" every child
On the Quang Tri Provincial Public Service Portal, with just a few steps, people can register for emergency intervention procedures for abused children, end replacement care or request support for children in special circumstances. Procedures that take days to complete can now be processed in just 12 hours, thanks to a digital system and a quick reaction mechanism.
According to statistics from the Department of Health, by August 2025, the whole province will have nearly 450,000 children under 16 years old, accounting for nearly 30% of the population, of which more than 4,300 children have special circumstances. This is the reason why the health sector has identified the children's sector as one of the top priorities after the merger of administrative boundaries.
Implementing the Decision of the Ministry of Health, the People's Committee of Quang Tri province issued a Decision to announce 6 new administrative procedures in the field of children. Then, on October 10, 2025, the province continued to approve 6 online public service processes in the field of population, mothers - children.
These procedures include approving support plans, interventions for children affected by violence, exploitation to transferring children between social assistance facilities and replacement care families, all of which are public and transparent, people can track the processing progress online.
Not only stopping at issuing procedures, the Quang Tri Department of Health also organizes training for cadres in charge of children in communes and wards after the merger, guiding the establishment of a Commune-level Children's Protection Board, to unify the handling of situations related to abused, violated, and abandoned children.
Ms. Duong Thi Thuong - Deputy Head of the Department of Social Protection - Children of the Department of Health of Quang Tri province, said that administrative procedures are no longer on paper. The transition to the digital environment helps the government respond faster, while at the same time helping people to monitor the process transparently.
Along with that, communication campaigns such as "Action Month for Children 2025" or the Launching Ceremony in response to World drowning Day on July 25 were organized enthusiastically, attracting the participation of thousands of students. Hundreds of gifts were given to children in difficult circumstances, demonstrating the spirit of "leaving no child behind".
Mr. Hoang Nam - Vice Chairman of the People's Committee of Quang Tri province emphasized that digital transformation is not only about technical improvement but also about changing the way of serving the people. All decisions are aimed at the safety and happiness of children, the core in the sustainable development of the province.
Towards a safe and humane development environment

Experts assess that this model helps shorten processing time, reduce administrative intermediaries and increase the responsibility of staff. At the same time, the data system is connected between the health sector, the police and the grassroots government, helping to detect early risks to children.
In many localities, commune and ward authorities have been able to receive information through child protection hotlines, and process it right on digital platforms. Each case of intervention and support is archived, monitored and updated regularly.
According to the assessment of the Provincial People's Committee, this is not only a technical solution but also demonstrates Quang Tri's strong political commitment to putting children at the center of all policies.
Technology is just a tool, the important thing is that each cadre must have a responsibility and heart for children - Vice Chairman of the Provincial Peoples Council Le Vinh The shared at the launching ceremony of the Month of Action for Children.
