Voters in Ca Mau province proposed to soon consider investing in upgrading and expanding some sections of National Highway 1 through Ca Mau province. The reason is that the road is often flooded due to high tides and heavy rain.
Voters also reflected that National Highway 63 is an important traffic axis connecting Ca Mau province with localities in the region. However, currently the road surface is narrow, degraded, and does not meet traffic needs.
Voters proposed to invest in expanding and upgrading National Highway 63 to ensure traffic safety and promote socio-economic development.
After studying, the Ministry of Construction responded as follows:
Regarding recommendations related to National Highway 1:
According to the plan, National Highway 1 has its starting point in the Huu Nghi border gate area, Dong Dang commune, Lang Son province. The ending point is at the intersection with Ho Chi Minh road, belonging to Nam Can commune, Ca Mau province.
The route passes through 23 provinces and cities. In which, the section passing through Ca Mau province (from the border of Can Tho city - Ca Mau to Nam Can, Ca Mau province) is planned as a level III road, 4 lanes.
Implementing the plan, the Ministry of Construction has assigned project management boards directly under it to organize the preparation of pre-feasibility study reports for projects to upgrade and expand National Highway 1, Bac Lieu - Ca Mau section and Ca Mau - Nam Can section.
Currently, the Project Management Boards have basically completed the research work and submitted to the Ministry of Construction for consideration and appraisal of the Pre-feasibility Study Report of the Projects.
The Ministry of Construction has registered the needs for the medium-term public investment capital plan for the period 2026 - 2030 and sent it to the Ministry of Finance for summarization and reporting to competent authorities for consideration and decision.
In which, the Ministry has proposed to invest in the Project to upgrade and expand National Highway 1, Bac Lieu - Ca Mau section.
It is proposed that the National Assembly Delegation and the province continue to coordinate with the Ministry of Construction to work with the Ministry of Finance to report to competent authorities for consideration and allocation of capital sources to be able to implement the Project.
For the Project to upgrade and expand National Highway 1, Ca Mau - Nam Can section.
Due to the ongoing investment in the Ca Mau - Dat Mui expressway parallel to National Highway 1.
After completion (expected in 2028), traffic flow will be distributed between the two routes, along with the scarcity of construction materials in the area, so the Ministry of Construction has not proposed investment in the 2026 - 2030 period and will continue to monitor and assess the investment necessity after putting the expressway into operation.
In the immediate future, for locations and route sections with localized flooding phenomena as reflected by voters.
The Ministry of Construction will assign the Vietnam Road Administration to coordinate with the Ca Mau Department of Construction to study and overcome in the process of implementing maintenance work to ensure traffic safety, meeting the travel and transportation needs of people.
Regarding recommendations related to National Highway 63:
According to the Plan approved by competent authorities: National Highway 63 has its starting point at the intersection with National Highway 61, Chau Thanh commune, An Giang province.
The ending point is at the intersection with Ho Chi Minh road, Vinh Phong commune, An Giang province.
The route is located in An Giang province; planned as a grade III road, 04 lanes.
Implementing the provisions of Decree No. 165/2024/ND-CP of the Government detailing and guiding the implementation of a number of articles of the Road Law and Article 77 of the Law on Road Traffic Order and Safety.
Based on the proposal of the Ministry of Construction, the Ministry of Finance issued Decision No. 2147/QD-BTC transferring assets of road traffic infrastructure (including National Highway 63) from the Ministry of Construction to the People's Committee of Kien Giang province (now An Giang province).
According to legal regulations, the People's Committee of An Giang province is responsible for managing, exploiting, maintaining and investing in the construction of National Highway 63, so it is proposed that the National Assembly Delegation and voters of Ca Mau province give opinions to the People's Committee of An Giang province to organize a survey of the current situation, study the necessity of investment and balance, allocate capital to implement investment as proposed by voters above.
For the section of National Highway 63 previously, from Vinh Thuan district, Kien Giang province to Ca Mau city (now Vinh Phong commune - An Xuyen ward).
This is a section of the route that coincides with the Ho Chi Minh road and has been renamed Ho Chi Minh road. According to the Plan approved by competent authorities, the planned section is a grade III road, 04 lanes.
The Ministry of Construction has assigned the Ho Chi Minh Road Project Management Board to prepare a Report proposing investment policies for upgrading and expansion; and is currently conducting appraisal work.
At the same time, the Ministry of Construction has registered the needs of the medium-term public investment capital plan for the period 2026 - 2030 and sent it to the Ministry of Finance for summarization and reporting to competent authorities for consideration and decision, similar to the projects to upgrade and expand National Highway 1 reported above.
