After surveying the field and listening to reports and information on the current situation and planning orientation of the area for researching and investing in the construction of the new administrative center of the province in Thong Nhat commune, Chairman of Quang Ninh Provincial People's Committee Bui Van Khang requested that the planning research plan for the provincial administrative center must ensure strategicity in the socio-economic development of the province, maximizing the advantages of space and landscape of the area.
In which, pay attention to technical infrastructure (transportation, ports, wharves...), social infrastructure (study of the area for building monuments and symbols; squares serving major and important events of the province, auxiliary works... in the area); satellite urban area meeting the connectivity, creating architectural highlights, new urban development space in the northern area of Cua Luc Bay, attracting investment for socio-economic development of the province.
Assign the Department of Construction to take the lead with relevant departments, agencies, and branches, and the People's Committee of Thong Nhat commune to carefully review the current status of the technical infrastructure and social infrastructure system throughout the area, determine the scale and needs for arranging administrative agencies and organizations of the province that need to be moved to advise the Provincial People's Committee to direct the implementation of the preparation and approval of the Planning of the new Administrative Center of the province, ensuring objectives and required progress; prepare for project investment implementation (compensation, site clearance, investment policy, construction...) to be favorable. The required progress is striving to be completed in the second quarter of 2026.
The Chairman of Quang Ninh Provincial People's Committee assigned the Investment and Construction Project Management Board of Zone I to review the detailed planning of National Highway 279 to propose a plan to expand and upgrade National Highway 279 (axis of the highway) to improve traffic, urban aesthetics, optimize connectivity, and create motivation for socio-economic development of the region.
Deploy research on a convenient static traffic system (parking lots), ensuring to avoid congestion when organizing major events in the square area; advise and propose the Cua Luc 2 bridge project connecting, creating the capacity to complete inter-regional traffic infrastructure, connecting the two banks of Cua Luc Bay, reducing load on Bai Chay bridge, and at the same time expanding urban space, attracting investment to develop the North Cua Luc Bay area into a new urban area, a new connecting center of the province.
Along with Tinh Yeu bridge and Binh Minh bridge, research the landscape bridge system across the Man River and Lung Ha River connecting functional areas, creating a synchronous transportation network, turning Cua Luc Bay into a new connecting center of the province.
According to the plan, Quang Ninh strives to start construction of the new administrative center of Quang Ninh province in Thong Nhat commune in 2026.
