The People's Committee of Quang Ninh province has just issued a plan to implement the Resolution of the Congress and Action Program No. 01-CTr/TU dated October 6, 2025 of the Provincial Party Committee to implement the Resolution of the 16th Quang Ninh Provincial Party Congress, term 2025-2030.
In particular, it will focus on researching and building a new administrative center of Quang Ninh province in Thong Nhat commune with specific roadmaps.
Accordingly, it is expected to complete the construction of the Planning Project for the new administrative center of the province in Thong Nhat commune in the first quarter of 2026.
Research and propose a competition to select ideas for planning the new administrative center of the province in Thong Nhat commune (including squares, cultural centers, sports, services - tourism in the area north of Cua Luc bay; adjust related planning (general planning, zoning plan), and make detailed planning). This will be completed before March 2026.

The location for the planning study for the construction of the new administrative center of Quang Ninh province is located on Highway 279 and near Cua Luc Bay, in Thong Nhat Commune, Quang Ninh Province.
According to the Quang Ninh Provincial Planning for the period 2021-2030, with a vision to 2050, the urban space of the old Ha Long City will be expanded to the North, with Cua Luc Bay as the connecting center.
Cua Luc Bay, 18km2 wide, with the deepest point at 17m, is the convergence of 6 river mouths from the old Hoanh Bo district. Cua Luc Bay is adjacent to Ha Long Bay, the mouth to Ha Long Bay is about 1 km wide. Previously, when Bai Chay Bridge was not yet available, traveling across the two banks of Cua Luc Bay had to depend on Bai Chay ferry.
To contribute to " awakening" Cua Luc Bay, Quang Ninh province has invested in 2 large bridges across Cua Luc Bay, including Tinh Yeu Bridge and Binh Minh Bridge.
In December, Quang Ninh province will start construction of 2 more roads along Cua Luc Bay, with a total capital of VND 5,478 billion.
In the period of 2026 - 2028, Quang Ninh province will invest in building Cua Luc 2 bridge - the third bridge across Cua Luc bay.
