Presenting on this content, Mr. Nguyen Chi Dung said that this policy is not only about merging administrative boundaries in a basic way, but also about reorganizing development space, reorganizing the governance system, restructuring the operating model of the political system in general and authorities at all levels in particular, in sync with the policy of promoting strong decentralization, associated with improving the autonomy and self-responsibility of local governments.
The goal of this policy is to reduce the number of administrative units at all levels, but increase quality, streamline the apparatus, increase effectiveness and efficiency of management, ensure a government close to the people, close to the people, and people's lives are getting better and better.
"The successful implementation of a large policy is not only measured by the number of provincial levels, but it is important to measure by the effectiveness of the State, reduce the cost of operating the apparatus, improve the quality of serving the people, meet the fast and sustainable development needs of regions and localities" - Mr. Nguyen Chi Dung said.
In order to advocate the implementation and effectiveness, Mr. Nguyen Chi Dung said that the Government has directed the ministries and localities and proposed the Central Committee of the Vietnam Fatherland Front and mass organizations to coordinate closely and well: urgently build and complete projects on the plan of arranging administrative units at the provincial and commune levels, in the spirit of scientific, reasonable, feasibility of the localities.
Develop a detailed plan and roadmap for implementation, clearly defining each work of the responsible organization, implementation time, implementation resources and plans to ensure the stable operation of the political system, at least affecting people's lives and production and business activities of enterprises.
Develop a plan to arrange a contingent of civil servants and public employees in accordance with the characteristics of the two -level local government organization; make arrangement according to the roadmap; The implementation process ensures publicity, objectivity, transparency, the right people, the right capacity, work efficiency, and at the same time has a plan to retrain, solve a reasonable policy regime, ensure the regime for people to quit their jobs according to their aspirations.
