Mr. Phan Tuan Hung, Director of the Legal Department (Ministry of Agriculture and Environment) said that the Ministry has developed, submitted and issued a number of documents to implement decentralization and delegation in the field of management of the sector to serve local governments at both levels.
The promulgation of legal regulations to implement the above decentralization, delegation, and division of authority creates proactiveness and flexibility for localities in the spirit of "locality decides, locality does, locality is responsible". Giving more proactive power to grassroots authorities, especially commune-level authorities, is an inevitable requirement to build a government close to the people, close to the people, and better serve the people.
In order to support commune-level government officials and civil servants to grasp and properly, fully and effectively perform the newly assigned tasks and powers, the "Handbook on guiding the implementation of some new tasks and powers of commune-level government according to the model of 02 level local government - agricultural and environmental sector" focuses on introducing and presenting a system of new tasks and powers of commune-level government in agricultural and environmental fields from July 1, 2025, along with concise instructions on implementation procedures, forms and some notes in the implementation process.
The guide book consists of 2 parts. In which, the first part is to introduce a number of new tasks and powers of the commune-level government in the agricultural and environmental sector according to the 2-level local government organization model. The second part raises a number of issues to note when performing new tasks and powers of commune-level government according to the 2-level local government organization model. In the second part, one of the issues that need attention is the issue of legal validity of decentralization and delegation of authority documents.
The new tasks and authority of the commune-level government in 16 areas of agriculture and environment when organizing the model of local government at 2 levels will be clearly defined, specifically in the fields such as: Crop Production and Plant Protection; Livestock and Veterinary Medicine; Fisheries and Fisheries Control; Forestry and Forestry; Irrigation; Kyphosis and Natural Disaster Prevention and Control; Land; Geology and Minerals; Water Resources; Environment; Nature and Biodiversity Conservation; Hydrometeorology; Sea and Islands; Measurement and Map; New Rural Areas and Poverty Reduction; Cooperation and Rural Development Economy.
In the field of land management, commune-level authorities are assigned 93 new tasks and powers; of which, the People's Council at the commune level has 04 tasks and powers, the People's Committee at the commune level has 45 tasks and powers, and the Chairman of the People's Committee at the commune level has 44 tasks and powers. In addition, agencies with the function of commune-level land management are assigned 19 tasks.
