Hanoi is about to reclaim land and clear land for a high-speed railway project

The North-South high-speed railway is 1,541 km long, of which the section through Hanoi is 27.9 km long with an area of land recovered to implement the project of about 112.74 hectares.

The North-South high-speed railway line was approved by the National Assembly in Resolution No. 172 dated November 30, 2024.

The project has a total length of about 1,541 km, starting from Ngoc Hoi Station (Hanoi) and ending at Thu Thiem Station (HCMC).

The project uses 1,435 mm of double track, with a design speed of up to 350 km/h, with 23 passenger stations and 5 cargo stations.

The total preliminary investment for the entire route is about 1.7 million billion VND (equivalent to 67 billion USD), using public investment capital combined with other legal capital sources. The entire route is expected to be completed in 2035.

The high-speed railway section passing through Hanoi is about 27.9 km long, expected to reclaim about 112.74 hectares of land in the communes of Ngoc Hoi, Thuong Tin, Thuong Phuc, Phuong Duc, Chuyen My and Dai Xuyen (belonging to the old Thanh Tri, Thuong Tin, Phu Xuyen districts).

On March 13, the Office of the Hanoi People's Committee sent a document to the People's Committees of districts requesting a review, synthesis of needs and proposals for resettlement locations.

Thuong Tin district (old), now Thuong Tin and Thuong Phuc communes, has a total reclaimed area (excluding the protection area on both sides of the railway) of about 44.955m2; affecting about 411 households. The demand for land area for construction of resettlement areas in the area is about 16 hectares.

To ensure the conditions for starting the North-South high-speed railway project before December 31, 2026 according to Resolution 106 of the Government dated April 23, 2025, the Hanoi People's Committee requested relevant departments, branches and units to complete the review of the route in July and hand over the site clearance markers in part in each locality in August.

Along with that, it is necessary to promptly plan resettlement areas for households affected by the project, ensuring that "the new place of residence is equal to or better than the old place of residence".

In Ngoc Hoi commune, the locality not only has the North-South high-speed railway project, but also the Ngoc Hoi Station Complex planned on an area of about 251 hectares, with a total investment of about VND19,000 billion (including a high-speed railway station, depot area, national railway station, cargo station, urban railway depot and technical infrastructure for operation), the site clearance work is also being focused on by Ngoc Hoi commune.

The leader of Ngoc Hoi commune said that with the orientation of rapid development of transport infrastructure, urban infrastructure, creating momentum for the development of trade and services, forming a modern urban appearance, focusing on Ngoc Hoi station complex, with a complex of services, trade, logistics... will be the driving force of the commune.

"The Ngoc Hoi station complex, Thanh Tri district (old) has cleared over 170 hectares of land. In this phase 2, we will promote what has been done, closely following reality to have specific solutions for each household, each case, each area. The locality identifies site clearance as an important task, with all resources focused on, with great determination to implement it as quickly and effectively as possible," said the leader of Ngoc Hoi commune.
