Bien Hoa Citadel, Long Thanh District "races" for site clearance progress
The Bien Hoa - Vung Tau Expressway, nearly 54km long, with a total investment of VND17,800 billion (including 3 component projects), was started in June 2023. Up to now, component project 3 with a length of 19.5km through Ba Ria - Vung Tau province has completed site clearance, construction has reached 85% and is expected to open to traffic on April 30, 2025. Meanwhile, the progress of the remaining 2 component projects passing through Dong Nai province is still slow, the locality is required to urgently resolve raw materials, complete the embankment before June 30 and the entire project before December 31, 2025.
In Dong Nai province, the Bien Hoa - Vung Tau expressway passes through two localities, Bien Hoa city and Long Thanh district. The most difficult of which is Bien Hoa City due to site clearance related to many houses of households.
The total length of the Bien Hoa - Vung Tau expressway project through Bien Hoa City is 6.2 km (Km0+00 to Km6+200). The total area to be reclaimed is 59.5 hectares. The total number of plots of land to be recovered is 1,126 plots, with a total of 1,514 households to be cleared.
According to the report of the Bien Hoa City Party Committee on the results of the campaign to hand over the site for the Bien Hoa - Vung Tau expressway project, up to now, regarding compensation, support and resettlement, all 1,514 households have had their compensation plan approved with a total amount of nearly 1,693 billion VND (939 households have received money with an amount of more than 1,201 billion VND).
Currently, 1,145 households have agreed to hand over the construction site of the Bien Hoa - Vung Tau Expressway project. The total number of households that have not yet handed over the site is 369 households 1,514 households, equivalent to an area of 6.995ha/59.5ha. To date, the total number of households that have handed over the land has reached over 88% of the area.
On March 31, the Land Acquisition Enforcement Board for the Bien Hoa - Vung Tau Expressway Project through Bien Hoa City organized the enforcement of a housing project in Phuoc Tan Ward to reclaim land for the project. Meanwhile, in Long Thanh district, the Bien Hoa - Vung Tau expressway project is about 28km long with a total reclaimed area of nearly 230ha.
Up to this point, the communes and towns have handed over 208.65 hectares of land. Of which, component project 1 through Long Thanh district is 65.88ha, reaching 84.31% and component project 2 through Long Thanh district is 142.77ha, reaching 94.19%).
Reviewing and handling slow-progressing contractors
Deputy Director of the Department of Construction of Dong Nai Province Huynh Tan Loc said: In March 2025, implementing the direction of the Chairman of Dong Nai People's Committee on the strengthening of the construction of component project 1 - Bien Hoa - Vung Tau Expressway, Dong Nai Department of Construction has inspected the actual construction status at 2 bidding packages of the project.
Based on the report of the Provincial Transport Project Management Board (investor) in the actual inspection results in March, the Department of Construction said that for package 18 and package No. 21, the inspection team and the investor asked the contractors to add more human resources, machinery and equipment to focus on the implementation of mass construction in areas that have been handed over the ground.
In package No. 18 and package No. 21, there are 4 contractors who do not meet the requirements, plans, and instructions of the Dong Nai Provincial People's Committee.
Therefore, the Department of Construction of Dong Nai province requests investors to request supervision consultants to strengthen inspection and supervision of contractors' construction progress; promptly urge and request contractors to increase human resources and construction equipment at the construction site to ensure the basic completion of the project in accordance with the direction of the Prime Minister.
The Department of Construction of Dong Nai province continues to direct the Inspection Team to conduct periodic inspections and supervision of projects; Review and work with the Provincial Traffic Construction Investment Project Management Board and contractors to handle administrative violations against violating units (if any).
