For the Bien Hoa - Vung Tau Expressway Project, the Prime Minister requested the Ministry of Construction, the People's Committees of Dong Nai and Ba Ria - Vung Tau provinces to urgently implement the direction of Deputy Prime Minister Ho Duc Phoc, Head of Inspection Team No. 6 at the meeting on March 14, 2025; put Component Project 3 into technical traffic in April 2025, to be completed in June 2025; for Component Projects 1 and 2, it must be completed in 2025.
The Ministry of Construction, the People's Committee of Ba Ria - Vung Tau province and the People's Committee of Dong Nai province reviewed the intersection with Provincial Road 991 (My Xuan - Ngai Giao - Hoa Binh road) and the intersections on the expressway to complete investment, ensure convenient connections, and promote the potential of the expressway areas passing through.

Regarding site clearance, the Deputy Prime Minister requested the Provincial Party Secretary and Chairman of the Provincial People's Committee to focus on directing and mobilizing the entire political system to urgently take action.
The authorities will promote mobilization, persuasion, and propaganda, creating support, consensus, and unity among the people. Units assign tasks in the spirit of 5 clearly: clear people, clear work, clear responsibilities, clear deadlines, clear results.
Localities ensure the handover of the entire site and complete the relocation of technical infrastructure in March 2025.
Regarding material sources, the Deputy Prime Minister requested to complete procedures for granting exploitation licenses for land mines to supply the Component Project 1, 2.
To ensure the completion of the embankment work before the rainy season in early June 2025, the Deputy Prime Minister requested the People's Committee of Dong Nai province to direct the implementation in parallel with the licensing of the contractor to exploit land at the land mine and complete related procedures according to regulations, but there must be a commitment on the deadline for completing procedures. Units are only allowed to use materials from the mine for construction for the project. Exploitation must ensure labor safety and environmental safety and be closely monitored by state authorities.
Dong Nai Provincial People's Committee urges, inspects, and supervises the implementation of procedures for granting mining materials for each department, branch, and unit; promptly detects problems (at what stage? what procedures? which department, branch, unit?) to handle and resolve.
Regarding the construction of the overpass, the People's Committee of Dong Nai province directed relevant units to promptly complete project approval and complete investment procedures to organize construction.
The locality must have an official opinion in writing to the Ministry of Construction before March 31, 2025 on the location of the overpass construction at the intersection with the Bien Hoa - Vung Tau Expressway Project.
Project Management Board 85 closely coordinates with the locality to hand over the site in April 2025 to implement the construction of the overpass under the Bien Hoa - Vung Tau Expressway Project.
The People's Committee of Ba Ria - Vung Tau province has directed investors and contractors to speed up the construction progress of Component Project 3, focus on construction to soon complete the works, striving to open technical traffic by April 30, 2025.
