Overloaded factory, thousands of tons of accumulated waste
According to the Hung Yen Provincial Department of Agriculture and Environment, the whole province currently generates about 2,000 tons of domestic waste per day. Of which, the amount of waste collected and transported reaches about 1,909.4 tons/day, equivalent to 95.5%.
However, the amount of waste treated at centralized waste treatment areas only reaches about 570 tons/day, accounting for nearly 30% of the total amount of waste collected. Specifically, Di Su Waste Treatment Area receives about 48 tons/day, Dai Dong Treatment Area about 192 tons/day, Quynh Phu Treatment Area of Thanh Dat Quynh Coi Company about 50 tons/day and Hoa Binh High-Tech Joint Stock Company about 160 tons/day.
Most of the remaining waste is still treated at scattered treatment areas such as landfills, incineration pits, small-scale incinerators of 43 communes or treated at households.
Notably, the whole province currently has 461 points and landfills of accumulated waste with a total volume of more than 1.68 million tons. Meanwhile, the capacity of centralized waste treatment areas is not enough to handle the entire amount of waste generated daily. Many collection points and landfills at the grassroots level are overloaded; small-scale incinerators are degraded and damaged after a long period of use.
According to records at Di Su Waste Treatment Plant, Duong Hao ward, garbage is collected in large piles within the factory premises. Along the road leading to the treatment area, many locations have garbage spilling on both sides of the road, affecting the aesthetics and posing a potential risk of environmental pollution.
This reality is also an issue that voters in My Hao town (old), now Duong Hao ward, have repeatedly proposed to the province to accelerate the progress of upgrading and expanding the Di Su Waste Treatment Plant in order to reduce environmental pollution and ensure the health of people in the area.
Planning of a large-scale waste treatment plant
According to the Hung Yen Provincial People's Council, the Di Su Waste Treatment Plant has implemented many solutions such as waste sorting and equipment repair to operate a maximum designed capacity of 48 tons/day. However, this capacity level still does not meet the actual requirements as the amount of waste generated is increasing.
Implementing the conclusion of the Provincial People's Committee on increasing capacity and assigning management and operation units of Di Su Waste Treatment Plant, the Department of Agriculture and Environment has submitted Official Dispatch No. 441/TTr-SNNMT dated May 22, 2026, requesting the handling of assets formed from the Di Su Waste Landfill Renovation and Upgrading Project.
According to the proposal, the Provincial People's Committee assigned the Land Fund Development Center No. 1 of Hung Yen province to receive and manage the project's assets to serve as a basis for carrying out procedures for the waste treatment unit to lease premises, install equipment, and deploy treatment of accumulated waste in the area according to regulations.
Faced with increasing pressure in domestic waste treatment, Chairman of Hung Yen Provincial People's Committee Nguyen Manh Quyen also requested the Department of Agriculture and Environment to review and accurately update the total amount of waste generated in the area; and at the same time coordinate research and forecast the population size to the milestones of 2030, 2045 and 2050 to serve as a basis for calculating waste treatment needs in each period.
The Department of Agriculture and Environment is assigned to promote the implementation of domestic waste sorting at source throughout the province to reduce the amount of waste to be treated, increase the ability to reuse and recycle waste.
The Chairman of the Provincial People's Committee noted that the planning of waste treatment plants must be focused and effective. Accordingly, the whole province only plans from 3 to 5 locations to invest in large-scale waste treatment plants, instead of scattered and fragmented investment.
The plants will be reasonably arranged in three regions including the Northern region, the Central region and the Southern region of the province, based on clearly defining the area, population size and volume of generated waste of each region.
The Department of Agriculture and Environment is assigned to urgently build a zoning map for waste treatment projects to integrate into the province's general plan, creating a foundation for synchronous and long-term investment, contributing to solving the increasingly urgent waste problem in Hung Yen.
